REGULAR MEETING APRIL 27, 2006 <br />Councilmember Rouse advised that at the last Council Committee Meeting, <br />Councilmember Pfeifer challenged the owners to come up with a plan. He commended <br />those businesses that met that challenge and he is confident that with continued dialogue <br />between all parties involved that they will work out the concerns that were brought up <br />here tonight. <br />Councilmember Pfeifer did a wonderful article in pointing out publicly some of the <br />things that are going on in our neighborhoods. The Council has a responsibility to do <br />something, we are legislators and people don’t realize that one of the biggest jobs that <br />Councilmember’s have the responsibility to make laws and tweak laws and to make sure <br />that things are updated. She stated that this is something that they take very seriously. <br />She noted that the Council is going to get a lot more involved and take an active role as it <br />pertains to the City’s neighborhoods. That is part of what the Council is supposed to do. <br />She stated that she cares about businesses too, and they respect and appreciate the <br />difficulty change brings. But the City and the neighborhoods are dependent on the <br />Council taking an active role. <br />Councilmember Pfeifer made a motion for favorable recommendation to full Council <br />concerning this bill as substituted. Councilmember Varner seconded the motion which <br />carried by a voice vote of seven (7) ayes. <br />BILL NO. 19-06 PUBLIC HEARING ON A BILL OF THE <br /> COMMON COUNCIL OF THE CITY OF SOUTH <br /> BEND, INDIANA, AMENDING CHAPTER 17, <br /> ARTICLE 2, DIVISION 5, SECTION 17-29 OF <br /> THE SOUTH BEND MUNICIPAL CODE <br /> ADDRESSING AUTHORIZATION TO ENTER <br /> INTO SPECIAL RATE CONTRACTS FOR <br /> SEWER SERVICE <br />Councilmember Puzzello made a motion to continue this bill until the May 8, 2006, <br />meeting the Council. Councilmember Dieter seconded the motion which carried by a <br />voice vote of seven (7) ayes. <br />BILL NO. 24-06 PUBLIC HEARING ON A BILL OF THE <br /> COMMON COUNCIL OF THE CITY OF SOUTH <br /> BEND, INDIANA, AMENDING CHAPTER 2, <br /> ARTICLE 1, SECTION 2-8 OF THE SOUTH <br /> BEND MUNICIPAL CODE BY THE INCLUSION <br /> OF NEW SUB-PARAGRAPH (Q) ADDRESSING <br /> PROXY VOTING IN LIMITED <br /> CIRCUMSTANCES BY MEMBERS OF THE <br /> COMMON COUNCIL <br />Councilmember Puzzello made a motion to continue this bill indefinitely. <br />Councilmember Dieter seconded the motion which carried by a voice vote of seven (7) <br />ayes. <br />RISE AND REPORT <br />Councilmember Pfeifer made a motion to rise and report to the full Council. <br />Councilmember Dieter seconded the motion which carried by voice vote of seven (7) <br />ayes. <br />10 <br /> <br />
