REGULAR MEETING APRIL 10, 2006 <br />BILL NO. 20-06 PUBLIC HEARING ON A BILL OF THE <br /> COMMON COUNCIL OF THE CITY OF SOUTH <br /> BEND, INDIANA APPROPRIATING $225,000 <br /> RECEIVED FROM THE U.S. DEPARTMENT OF <br /> JUSTICE FOR THE WEED & SEED PROGRAM <br />Councilmember Dieter disclosed that he his a member of the South Bend Police <br />Department and after further discussion with Council Attorney Kathleen Cekanski- <br />Farrand, they determined that there is no conflict of interest. <br />Councilmember White, Chairperson, Health and Public Safety Committee, reported that <br />this committee held a public hearing on this bill this afternoon and sends it to the full <br />Council with no recommendation, due to the lack of a quorum. <br />Ms. Pamela C. Meyer, Director, Community Development, 1200 County-City Building, <br />South Bend, Indiana, made the presentation for this bill. <br />Ms. Meyer advised that this bill would allow for the appropriation for the forth year of <br />the Weed & Seed Department of Justice grant award for the period of October 1, 2005 to <br />September 31, 2006. Fourth year funds are being used for programming related to the <br />Weed & Seed required areas of Law Enforcement, Community Policing and Prevention, <br />Intervention and Treatment activities which include Safe Havens. These activities build <br />upon the past three years of funding and programming which include a supplemental <br />appropriation specifically for program activities at the public housing site in LaSalle Park <br />Homes. <br />This being the time heretofore set for the Public Hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. <br />There being no one present wishing to speak to the Council either in favor of or in <br />opposition to this bill, Councilmember Kelly made a motion for favorable <br />recommendation to full Council. Councilmember Puzzello seconded the motion which <br />carried by a voice vote of seven (7) ayes. <br />BILL NO. 21-06 PUBLIC HEARING ON A BILL OF THE <br /> COMMON COUNCIL OF THE CITY OF SOUTH <br /> BEND, INDIANA, APPROPRIATING $65,904.00 <br /> FROM RIVER RESCUE FUND (No. 291) TO <br /> TRAIN PERSONNEL AND PURCHASE <br /> EQUIPMENT <br />Councilmember Kirsits disclosed that he his a member of the South Bend Fire <br />Department and after further discussion with Council Attorney Kathleen Cekanski- <br />Farrand, they determined that there is no conflict of interest. <br />Councilmember White, Chairperson, Health and Public Safety Committee, reported that <br />this committee held a public hearing on this bill this afternoon and sends it to the full <br />Council with no recommendation, due to the lack of a quorum. <br />Battalion Fire Chief Greg Metzger, 1222 S. Michigan Street, South Bend, Indiana, made <br />the presentation for this bill. <br />Chief Metzger advised that this bill would allow for an appropriation within the Indiana <br />River Rescue Fund (291). Revenues are generated by the River Rescue Instructors <br />teaching four (4) forty (40) hour classes each year to public safety officers throughout the <br />country. The request for these schools continued to increase in 2005. They have <br />conducted three schools in 2005 and 2006 and a fourth school has been scheduled. <br />This being the time heretofore set for the Public Hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. <br />14 <br /> <br />
