REGULAR MEETING MARCH 14, 2011 <br /> Councilmember Puzzello made a motion to accept the substitute version of this bill. <br /> Councilmember White seconded the motion which carried by a voice vote of nine (9) <br /> ayes. <br /> Councilmember Rouse, Chairperson, Community and Economic Development <br /> Committee, reported that this committee held a Public Hearing on this bill this afternoon <br /> and voted to send it to the full Council with a favorable recommendation. <br /> Mr. Don Inks, Director, Economic Development, 12th Floor County-City Building, 227 <br /> W. Jefferson Boulevard, South Bend, Indiana, made the presentation for this bill. <br /> Mr. Inks advised that the General Assembly recognized that the State of Indiana and its <br /> local governmental units were at a competitive disadvantage with surrounding states in <br /> attempting to attract companies that have as their primary business the provision of <br /> computing, networking, or data storage services because in surrounding states the <br /> enterprise information technology equipment necessary to provide such services are not <br /> subject to property taxation unlike in Indiana, where, such enterprise information <br /> technology equipment would be subject to property taxation. <br /> A Public Hearing was held on the Resolution at this time. <br /> There being no one present wishing to speak to the Council either in favor of or in <br /> opposition to this Resolution, Councilmember Varner made a motion to adopt this <br /> substitute Resolution. Councilmember Kirsits seconded the motion which carried and the <br /> Resolution was adopted by a roll call vote of nine (9) ayes. <br /> BILLS —FIRST READING <br /> BILL NO. 08-11 FIRST READING ON A BILL OF THE <br /> COMMON COUNCIL OF THE CITY OF SOUTH <br /> BEND, INDIANA, APPROPRIATING $219,942 <br /> FROM THE GENERAL FUND (#101) IN 2011 <br /> FOR THE OFFICE OF ENERGY <br /> Councilmember Puzzello made a motion to refer this bill to the Personnel &Finance <br /> Committee and set if for Public Hearing and Third Reading on March 28, 2011. <br /> Councilmember White seconded the motion which carried by a voice vote of nine (9) <br /> ayes. <br /> BILL NO. 09-11 FIRST READING ON A BILL OF THE <br /> COMMON COUNCIL OF THE CITY OF SOUTH <br /> BEND TO TRANSFER A PORTION OF <br /> FREDRICKSON PARK FROM THE BOARD OF <br /> PARK COMMISSIONERS TO THE STATE OF <br /> INDIANA <br /> Councilmember Puzzello made a motion to refer this bill to the PARCS Committee and <br /> set it for Public Hearing and Third Reading on March 28, 2011.
