They must be placed in unobtrusive locations <br /> along the street/curb side and in open spaces such as front setbacks and <br /> plazas. <br /> (B) Sidewalk cafes must obtain a seasonal permit from the City of South Bend <br /> by demonstrating a need and site plan to accommodate City codes and <br /> these guidelines. <br /> (14) Commercial/Mixed Use Landscape Guidelines <br /> The following landscaping guidelines must serve as a continuation and <br /> supplement to the provisions of Section 21-07.01 Landscape Regulations in this <br /> SBZO. The aforementioned provisions specify the landscape requirements that <br /> property owners must meet or exceed. Beyond these general landscape <br /> requirements, businesses and residents should design and maintain landscaping <br /> that reflects the unique qualities of the NNDA's residential and <br /> commercial/mixed-use areas. <br /> (A) Parkway Plantings <br /> All plantings within the parkway must obtain approval of the South Bend <br /> Board of Public Works. <br /> (i) Tree lawn plantings and plant palette should be consistent along <br /> streets, and follow City ordinance requirements. Plantings in the <br /> right-of-way and adjacent setbacks should complement each other <br /> in character, design, and quality. Plantings are encouraged to <br /> exceed minimum size requirements at installation in order to create <br /> a more mature landscape character. <br /> 34 <br />
