Summary of citizen participation process/Efforts made to broaden citizen participation ' <br /> Summarize citizen participation process and how it impacted goal-setting <br /> On July 18, 2017 the notice of the public hearings to start the 2018 Action Plan process was published in ' <br /> the South Bend Tribune and El Puente, and was available on the City of South Bend website.The notice <br /> of the public hearings was also sent to all organizations on the HCD mailing list. Two public meetings ' <br /> were held on July 31, 2017 at different locations and at different times to accommodate a variety of <br /> schedules. The City of Mishawaka public meeting addressed Mishawaka CDBG application procedures, <br /> as well as City of South Bend CDBG and ESG proposal processes. St.Joseph County Housing Consortium <br /> procedures for applying for HOME funding were also discussed. The City of South Bend meeting <br /> addressed South Bend CDBG and ESG proposal processes and St.Joseph Housing Consortium HOME , <br /> application procedures.There was discussion at both meetings regarding the 2018 Action Plan schedules <br /> and processes. <br /> The initial proposed 2018 Housing and Community Development Plan was made available for review <br /> October 3, 2017, for a thirty (30) day period, ending November 3, 2017.Two public hearings (one in , <br /> Mishawaka and one in South Bend) were held October 17, 2017, during the public comment period. <br /> Notice of the public hearings was published in the South Bend Tribune and El Puente. No comments <br /> were received during the public comment period. <br /> The City of South Bend and St.Joseph County Housing Consortium will receive unanticipated additional <br /> CDBG and HOME funds, respectively,for PY2018. New activities will be funded with the additional ' <br /> dollars, so a second proposed 2018 Housing and Community Development Plan will be made available <br /> for review May 10, 2018 for a thirty (30) day period, ending June 8, 2018. Notice of the public hearings <br /> will be published in the South Bend Tribune and El Puente.
