Version 6-5-2017 <br />APPENDIX "A" <br />SERVICES TO BE FURNISHED BY CONSULTANT: <br />In fulfillment of this Contract, the CONSULTANT shall comply with the requirements of the appropriate <br />regulations and requirements of the Indiana Department of Transportation and Federal Highway Administration. <br />The CONSULTANT shall be responsible for performing the following activities: <br />The CONSULTANT shall provide Real Estate Services for the project. All work will be assigned, directed and <br />reviewed by the INDOT LaPorte District, Central Office (if applicable) and FHWA Office (if applicable). The <br />CONSULTANT may be responsible for performing any or all of the following activities as assigned by work <br />order: <br />Task 1. Project Management for Acquisition Services <br />A. The CONSULTANT shall be responsible for administration, scheduling and coordinating all activities <br />necessary to certify that the right-of-way has been acquired and the PROJECT(s) is (are) clear for <br />construction letting, including meetings, conferences and communications with Property Owners, <br />Attorneys, Engineers, Appraisers, Buyers and INDOT. <br />B. These Right -of -Way Services include all reasonable services required to secure the parcels based on <br />the approved engineering design or recommendation to INDOT that a parcel be condemned. <br />C. The CONSULTANT will ascertain that either the Appraiser or Buyer will provide each parcel owner <br />with a copy of "How Land is Purchased for Highways." <br />D. Process claim vouchers to the LPA for payments to property owners. <br />E. If Market Estimate reports are required, the CONSULTANT will be responsible for approving the <br />report prior to acquisition of the parcel. <br />F. The CONSULTANT will submit each parcel file to the LPA upon completion of the described <br />services. <br />Task 2. Value Analysis <br />A. The CONSULTANT shall provide an Appraisal Problem Report prepared by the project review <br />appraiser, (who has been approved by INDOT) as follows: <br />1. Examine the R/W plans and determine the extent of the taking; <br />2. Perform an on -site inspection of each parcel requiring R/W acquisition; <br />3. Determine the type of appraisal needed for each parcel in accordance with INDOT procedures. <br />4. Complete an Appraisal Problem Analysis form for each parcel to be acquired. <br />5. Transmit the completed report to the LPA for review and approval prior to the initiation of <br />appraisal activity. <br />6. Revise the Appraisal Problem Analysis, as required, during the course of the project. <br />IN, <br />
