1222 & MICHIGAN STREET
Souri-i BENI), INDIANA 466oI-782i
CITY OF SOUTH BEND
PETE BUI-11GIRG, MAYOR
April 3, 2018 STEP]HENE Cox
FiRE CHIEF
Board of Pubhc Works
227 W. Jefferson Blvd.
South Bend, IN 46601
Dear Board Members:
PHONE 574/ 23 5-92 5 5
FAX 574/ 235-9305
The South Bend Fire Department requests your consideration for the purchase of a planined
replacement of an aerial apparatus from our fleet.
To summarize, several manufacturers were invited to meet with a SBFD working group to discuss
their respective production methods and the pros, cons, and unique features of their units.
Following those meetings, the manufacturers were asked if they had any apparatus that were
currently available or in the production pipeline, that were intended for the purposes of
demonstration, as the department has successfully done in, the past— most recently with the
purchase of our Quint 3.
Similar to past purchases of aerial apparatus, the department focused on demonstration model
units for several reasons — a shorter timeline to deliver, cost savings over a built -to -spec unit, and
the availability of a full warranty for an apparatus that has a few hours/miles on it.
Two of the, manufacturers confirmed that they have available apparatus that are being produced as
demonstration models and have not yet been sold to another department. They are both mid -
mount, tower style (they have a bucket on the end for personnel and equipment) and meet the
other general requirements that the working group had identified.
After receiving competitive pricing for both apparatus, one in particular represented a substantial
savings from the other, and a substantial savings from the expected cost of a new, built -to -spec
unit. The department is now seeking to purchase that apparatus via Indiana, Code 5-22-10-5, under a
Substantial Savings.
