SCOPE OF SERVICES <br />ATTACHMENT A. SCOPE OF SERVICES <br />The City of South Bend is anticipating the construction of three (3) development projects <br />within the East Race Area; the "Three Twenty at the Cascade", the Commerce Center <br />expansion, and the Seitz Park Improvements. The East Race Area is defined as the property <br />surrounded by the St. Joseph River and the East Race Waterway. The City is concerned that <br />the existing sanitary sewer system within the East Race Area may not have the capacity to <br />serve the proposed developments without improvements. <br />The City has asked CBBEL to analyze the existing sanitary sewer system, identify critical <br />capacity locations, determine if improvements are required due to the proposed <br />developments, and provide a recommendation to accommodate the additional sanitary flows <br />generated by the proposed developments. <br />The Sanitary Sewer Analysis scope has been organized into the following three tasks: <br />Task 1 -- Data Collection: This task will include acquiring, if available, and reviewing the <br />sewer as-builts, GIS data, sewer monitoring data, sewer CCTV, lift station pump run times, <br />current water consumption data, and existing hydraulic model outputs to complete task 2. <br />Task 2 — Existina and Proposed Condition Sewer Analysis: CBBEL will construct and <br />calibrate an existing conditions sanitary sewer model based on the data obtained in task 1. <br />The existing conditions model will provide the basis for the proposed conditions model and <br />alternatives analysis. The additional flows from the three developments will be added to the <br />existing model to determine if capacity issues exist in the sewer system. CBBEL has <br />anticipated analyzing three (3) sewer system improvement alternatives in the proposed <br />conditions model as part of this task. A meeting with the City is anticipated to review critical <br />capacity locations and discuss preliminary proposed alternatives. <br />Task 3 — Technical Memorandum with Cost Matrix: This task will include developing a <br />technical memorandum summarizing the existing condition and capacity of the sanitary sewer <br />system, the proposed conditions including the anticipated flows from the proposed <br />developments, and recommended improvements to the sanitary sewer system to <br />accommodate the proposed developments.
