HUNT PLAZA <br />MAINTENANCE AND MASTER PLAN <br />In response to Mr. Dennis Andres' request, Ken Herceg & Associates, Inc., (HERCEG) <br />offers professional architectural and engineering services to the Morris Performing Arts <br />Center and the City of South Bend (OWNER) in their effort to prepare a Maintenance Plan <br />and a Master Plan for the Jon R. Hunt Plaza in front of the Morris Performing Arts Center in <br />South Bend. <br />The existing 35+ year old fountain has functioned in recent years, but has experienced <br />deterioration and maintenance problems. In addition, the equipment vault that houses the <br />pumps, controls, chemical treatment and electrical feeds has been partially vandalized and <br />has experienced flooding on more than one occasion. With multiple maintenance problems <br />and existing code issues related to the fountain controls we are concerned that it may not <br />be able to be restored to full operation without major renovations. We therefore propose <br />that the project begin with the following: <br />A. Investigate and make recommendations necessary to restore the function of the <br />Fountain. <br />In addition to restoration efforts for the fountain the project will review and document in a <br />manual expected and proposed activities required for: <br />B. Regular maintenance activities for the Fountain <br />C. Regular maintenance activities for the Plaza and Park. <br />Lastly, the project will study the "big picture" and propose improvements for the Plaza and <br />Park. <br />D. Master Plan for Plaza and Park <br />The proposed improvements will be defined in a 3 -year Master Plan to allow the OWNER to <br />budget for the projects in advance. Yearly maintenance activities will also allow the <br />OWNER to budget proactively for work rather than finding funds to fix problems after they <br />happen. <br />The Master Plan is a document that will provide a framework for planning and budgeting but <br />is flexible enough be changed if other issues arise. <br />211 W.
