Chairperson rouse then recognized Pam Meyer Director of <br />Community Development to present Bill Nos., 62-10; 63-10 and 64-10. Pam explained that Bill <br />No. 62-10 requested an approval of a transfer of $508,976 in CDBG funds as part of the 2011 <br />action plan of Housing & Community Development. It is a companion to the CDBG Bill No. 64- <br />10, also coming to Council. This general appropriation bill amounts to $2,596,651. Pam utilized <br />a spreadsheet handout (attached) to guide the Council through the detail of CD program <br />allocations. Councilmember's White, Dieter, and Rouse asked various specific questions about <br />dollar allocations. Moving to an explanation of Bill No. 63-10, Pam said the appropriation of <br />$118,414 was from the Emergency Shelter Grant Program to be divided among the Center for the <br />Homeless, Aids Ministries, Youth Service Bureau, and the YWCA. Finally Pam broke down the <br />appropriation request of Bill No. 64-10 amounting to nearby $2,600,000. This money from HUD <br />is basically for the administration of Community Development programs and services in 2011. <br />Again Pam detailed the specifics for the committee. Some brief discussion and clarifying <br />questions followed before Councilmember Puzzello moved to send all three bills to full Council <br />favorably. Karen White seconded and all affirmed. <br />Bill No. 10-62 - 5 Year Resident Abatement for 1016 N. Notre Dame Avenue <br />Chairperson Rouse called upon Bob Mathia to outline the abatement petition processed by <br />Community & Economic Development. Bob gave his usual comprehensive report noting only <br />$1900 of the $22,500 in property taxes over the life of the abatement would be abated. He also <br />noted the petition was approved by the Redevelopment Commission and was not located in a TIF <br />area. The builder Dale Devon was present to represent the owners. No one spoke for or <br />against. Councilmember white moved to send to Council favorably. Councilmember Puzzello <br />seconded and all affirmed. <br />
