Councilmember <br />Kirsits seconded the motion which carried by voice vote of eight (8) ayes. <br /> <br />The Meeting reconvened at 9:49 p.m. <br /> <br /> <br />BILL NO. 63-07 PUBLIC HEARING ON A BILL OF THE <br /> COMMON COUNCIL OF THE CITY OF SOUTH <br /> BEND, INDIANA APPROPRIATING $225,000 <br /> RECEIVED FROM THE U.S. DEPARTMENT OF <br /> JUSTICE FOR THE WEED & SEED PROGRAM <br /> <br /> <br />Councilmember Puzzello made a motion to hear the substitute version of this bill. <br />Councilmember Dieter seconded the motion which carried by a voice vote of eight (8) <br />ayes. <br /> <br />th <br />Ms. Pamela Meyer, Director, Community Development, 12 Floor County-City <br />Building, South Bend, Indiana, made the presentation for this bill. <br /> <br />Ms. Meyer advised that the substitute version of this bill is to correct the dollar amount <br />listed in the title to $200,000.00. She stated that this bill would appropriate the fifth year <br />of funding for Weed & Seed site #1 Department of Justice grant award for the period of <br />September 1, 2007 through August 31, 2008. Fifth year funds are being used for <br />programming related to the Weed & Seed required areas of Law Enforcement, <br />Community Policing and, Prevention, Intervention and treatment activities. Included in <br />this year’s funding are graffiti paint-overs, GED training, a youth billboard contest, an <br />after school program at the Safe Haven Greater Friendship Church, and additional police <br />patrols. These activities continue to build the effort initially developed and will be <br />included in the program evaluation that will also occur and is required by the grant. <br /> <br />This being the time heretofore set for the Public Hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. <br /> <br />Councilmember Dieter made a motion for favorable recommendation to full Council <br />concerning this bill as substituted. Councilmember Kelly seconded the motion which <br />carried by a voice vote of eight (8) ayes. <br /> <br /> <br />BILL NO. 64-07 PUBLIC HEARING ON A BILL OF THE <br /> COMMON COUNCIL OF THE CITY OF SOUTH <br /> BEND, INDIANA, APPROPRIATING TWO <br /> MILLION DOLLARS ($2,000,000.00) FROM <br /> THE URBAN DEVELOPMENT ACTION <br /> GRANT FUND NO. 410, AND ALLOCATING <br /> ONE MILLION DOLLARS ($1,000,000.00) TO <br /> POTAWATOMI ZOO AND ONE MILLION <br /> DOLLARS ($1,000,000.00) TO THE KROC <br /> CENTER <br /> <br />Councilmember Puzzello, Chairperson, PARCS Committee, reported that this committee <br />held a Public Hearing on this bill this afternoon and voted to send it to the full Council <br />with a favorable recommendation. <br /> <br />Mr. Phil St. Clair, Superindent, Park Department, 321 E.
