3.0 REMEDIATION PLAN <br />3.1 Remediation Goals <br />The goal of the cleanup plan for the Site is to abate the risks posed by contaminated soil. As <br />the Site is currently unsecured and may be entered by trespassers, and as the City intends to <br />redevelop the Site in conjunction with the Studebaker Automotive redevelopment as part of a <br />nanotechnology business park, protection of human health and the environment are critical. As <br />a result, the contaminant exposures have been assessed in consideration of these current and <br />potential future uses. <br />3.2 Approved Remediation Alternative <br />The following cleanup alternatives were evaluated, specific to this Site, based on the data <br />available: no further action; capping; excavation, removal, and off -site landfilling; soil washing; <br />and soil solidification. An Analysis of Brownfield Cleanup Alternatives (ABCA) for the Site was <br />prepared in March 2010 and concluded that excavation, removal, and off -site landfilling was the <br />most viable and cost - effective option. Following approval of the ABCA by U.S. EPA and the <br />Indiana Brownfields Program, as part of the administrative record for the project, the ABCA was <br />posted publicly by the City to allow for public review and comment. Based on no public <br />comment, the City issued a Decision Memorandum on May 4, 2010 approving the selected <br />remedial approach. <br />3.3 Implementation of Remediation Alternative <br />Bid specifications will be prepared, and the City's process for solicitation of publicly- funded <br />projects will be followed to select a contractor for the excavation. Given the fact that cleanup <br />alternatives can also create impacts to the environment (e.g., through the combustion of fossil <br />fuels during excavation and transportation of impacted soils, etc.), the bid specifications for the <br />selected alternative will be written to emphasize that impacts to the environment shall be <br />minimized where possible. Consistent with U.S. EPA Region 5's Greener Cleanups Initiative, <br />the following measures will be urged during implementation of the selected alternative: <br />• Restrict idling of construction equipment and encourage the use of enhanced emission <br />controls; <br />• Use low- sulfur fuel when possible; <br />- Schedule removal work in a manner that eliminates double - handling of materials; and <br />HULL & ASSOCIATES, INC.
