Area Board of Zoning Appeals -April 7, 2010 <br />down and build up a high rise if that's what he wants to do to rent to like 30 or 40 people. This is my last <br />paragraph. We and the other neighbors do not want anymore rental units and the petition, that I'm going to <br />give you, is a signed list of those living in the neighborhood who do not want you to approve the requested <br />variances. One development criteria used is to consider the best use of the properties in a given area. The <br />best development use for North St. Peter Street is single family homes. I urge you to deny the variance fax <br />1019 and 1021 N. St. Peter Street and respect the voice of the people in our neighborhood. Renters come <br />and ga and don't care about the property, We have the safety of our homes and families to consider <br />whenever new rental properties open up. We were here first and have dedicated our lives to making this <br />neighborhood a gentle place to live. Please don't let us down by making the wrong decision. Single family <br />homes is definitely the wave of the future for this neighborhood to ensure safety and stability to this part of <br />South Bend. That's it. <br />MRS. BETH SA1~iFORD: I Live at 1013 N. St. Peter Street. I'd Tike to thank you for giving us this <br />opportunity to be able to present our petition to the Board. First of all, you have the letter, which you can <br />pass around, I' 11 try to summarize due to the time. My husband and I have been homeowner of our property <br />for the last 17 years. We have five children ranging in age from one to eleven. This property is, although it <br />is two over, it basically has been looming in our backyard far the last, for as long as we have lived there. <br />Over the years we have had to deal with drug dealers, prostitution raids, pedophiles, domestic abuse calls, <br />drug users, transients, and illegal immigrants living in conditions that were substandard. N.E.S.T. raids, <br />theft, underage drinking, loud obnoxious parties and increased traffic flow. These properties have always <br />been a problem. Over the years, well recently, it is true the property has been cleaned up but I'd like to <br />address the fact that far the character of the neighborhood this is established as a single family. We live in a <br />neighborhood that is rich in family history. I know several families on our Mock alone ... <br />MR. FEDDER: Ma'am, take your time. You don't have to rush. I know you're nervous, just take your <br />tune. <br />MRS. SANFORD: The character of our neighborhood is single family, We Iive in a neighborhood that is <br />rich in family history. I know several families an our block alone that leas multiple generations that have <br />lived within two blocks from one another and continue io do sa. Our neighbor next door to us, the Kollar's, <br />they're actually second family to live there, in 1901 the Gates had built it his daughter and up anti! 199$ she <br />passed away. There are still elderly people who live there. The Ice's on the corner have been there since <br />1955. Thus far, from what we have seen Mr. Matthews has already been non-compliant which causes great <br />concern far the future of these said properties. From rrly understanding he wants to build an additional <br />building an the property known as 1021 N. St. Peter Street as he had confirmed that. The density of such <br />student housing is z~at consistent with the character of our neighborhood. There are plenty of areas with a <br />concentration of student housing that is much mare appropriate than our quiet street. Since the students have <br />moved in we have been awakened several times in the middle of the night from the students yelling and <br />screaming, not to mention to say their m.usie often contains profanity. Like I said I have a one year old and I <br />don't know if any of you have children or grandchildren but after you get the baby to sleep and you get <br />waken up at 3 a.m. because people are screaming and yelling and they don't care the fact that they live in a <br />residential neighborhood, you know they're students. They're not really considerate of others. And our <br />children, we have f ve children and the children up in front have also been. woken up and I have called and I <br />know the Kollar's have called as well, the police several times. So when he says he has zero violations, I'm <br />7C <br />
