FEDDER: That was my concern because so many of those houses out there near Notre Dame have <br />violated that section of the code by putting in four, five or six students. And we've been fighting that far <br />several years and it's nice to hear that you will be in compliance with the code. <br />MR. URBANSKI: That will be on the house that's up front, correct? <br />MR. SMITH: That is exact right and that applies to the back property as well. <br />MR. URBANSKI: The duplex too? <br />MR. SMITH: They all have to conform to the standards that are in place and we like to conform to those <br />standards as well. That's why you see the plan that's proposed in front of you is for a two bedroom plan, <br />such if it becomes a rental property there would be no more than two unrelated occupants. The property <br />adjacent is currently rented to a married Notre Daz~ne law student couple and they've signed a two year lease. <br />MR. URBANSKI: The one that has been remodeled? <br />MR, SMITH: Correct, The one next door on Parcel l,1 believe. <br />R.~MONS"~'RANCE <br />MR. PHIL BYRD: Tam the Executive Director ofthe South Bend Heritage Foundation and also work for <br />and with the Northeast Neighborhood Revitalization C7rganization and we're herE to appose the plan <br />development. There are a number of reasons we're in opposition of that. One is parking. We don't think <br />there's suffcient parking with the limited space that's available there to accommodate the residents. There's <br />the duplex, that started out as a four Alex, as they were correct in their statement that was remodeled rota a <br />duplex, however that duplex has four bedrooms and unless I'm incorrect there's a student that lives in each <br />one of those bedrooms which. is probably in violation of the current zoning standards. Ifthere are four <br />students there and two students that would live in the new home that will be constructed, that's six and the <br />family that lives there, that's seven to eight. That requires most students to have their own automobiles so <br />that requires six, seven, eight parking spots. So we don't think that's a doable deal there and for that reason <br />we oppose the development. In addition we remodeled 15 to 20 homes in the last ten years fox all law to <br />moderate income families, so not all the harries that are being constructed ar remodeled in the neighborhood <br />are not all for Notre Darne professors or staff. Again we've remodeled a number on St. Louis, South Bend <br />Ave. axzd some of the other streets. We've also built two homes for law moderate families and there's a third <br />home built by Garden Homes for a Iow moderate family. Sa there's a number of new construction that's <br />gone on in the neighborhood that's specifically targeted for low to moderate income families. We've been at <br />this now for ten years. We do have the triangle development, we hope that will start this summer. There'll <br />be 54 units there or 54 building sites. Thirty per cent of those building sites have been reserved for low <br />moderate families. That's about 14, 15 ar 16 and the rest will be market rate so they will be 30 or 40 market <br />rate opportunities for families to build in the triangle. We're looking at much mare modest houses than are <br />being built on Notre Dame Ave. Probably the largest home that will be built in tl~e triangle, will be about <br />2400 square feet. Maybe a little larger so a couple hundred or 300,000 will be a maximum far that. Again <br />72 <br />
