South Bend Redevelopment Commission <br />Regular Meeting –March 5, 2010 <br /> <br />the west, was identified as weak residential <br />in the 1995 Rum Village Neighborhood <br />Action Plan, and as far back as 1971, as the <br />logical southern boundary of the Studebaker <br />Corridor redevelopment area. The area is <br />plagued by vacant lots, empty housing, and <br />substandard commercial and rental units. <br /> <br />This study area encompasses the west side of <br />Taylor Street as its eastern boundary, and <br />Prairie Avenue as the western boundary. <br />This study area consists of 50 vacant lots, 6 <br />vacant businesses, 9 vacant houses, and what <br />appear to be 45 occupied homes and 11 small <br />businesses. Of the 128 parcels in this area, <br />14 are currently owned by the city, 4 are <br />owned by the Rum Village Neighborhood <br />Association, and 7 are owned by the rail <br />road. Twenty-four of these properties are <br />currently up for tax certificate sale, and in an <br />effort to minimize cost, staff has registered <br />and will bid on these properties. <br /> <br />Also included in this study area are the six <br />formerly owned Burton parcels that were <br />donated to the Board of Public Works when <br />the Waste Management property north of the <br />tracks was purchased by the Commission in <br />2008. The inclusion of these parcels on the <br />Acquisition List will allow title to be <br />transferred from the Board of Public Works <br />to the Commission. <br /> <br />The estimated redevelopment cost for this <br />target area is $8.5 million, and will be a <br />multi- year project. This cost includes <br />acquisition, demolition, relocation, and <br />professional services. <br /> <br />Area 2: Ignition Park West <br />The areas to the east and south of Ignition <br />Park have been studied, and inconsistent uses <br /> 28 <br /> <br />
