Committeemember Gavin Ferlic made a motion to continue Bill No. 18-03 to the March 26th, 2018 Common Council meeting. Committeemember Broden seconded the motion which carried unanimously by a voice vote of four(4) ayes. Bill No. 18-03- Special Exception for Property 2602 Mishawaka Ave. Angela Smith, Deputy Director of the Area Plan Commission with offices on the 11 th floor of the County-City Building, stated,The petitioner is seeking a special exception use to allow for a drive- thru window in a LB, Local Business District. The building is proposed to be a Biggby Coffee. The building used to be a bank but the way the ordinance is written they need to seek a special exception because it is in the lower zoning classification for commercial use. This comes to you from the Area Board of Zoning Appeals with a favorable recommendation. Kirk Smith, 325 Enterprise Drive, Breckenridge, MI, stated, This is a pretty straight forward project. It is the repurposing of a bank with a drive-thru window for Biggby Coffee. It is a great use and great neighborhood. Committee Chair Davis then opened the floor to members of the public wishing to speak in favor of or in opposition to this legislation. Dan Buckenmeyer,Director of Business Development with offices on the 14th floor of the County- City Building, stated, I wanted to take the opportunity to share DCI's support behind it. Committee Chair Davis then turned the floor back to the Committee for further comment or main motion. Committeemember Ferlic made a motion to send Bill No. 18-03 to the full Council with a favorable recommendation. Committeemember Broden seconded the motion which carried unanimously by a voice vote of four(4) ayes.
