REGULAR MEETING December 11, 2017 <br /> Regina Williams-Preston, 2nd District Councilmember, 838 N. Elmer Street, South Bend, IN, <br /> stated, When I came back to town, nobody was calling you Gladys Muhammad's sister. When I <br /> got involved, I was told I need to go see Bernice Freeman. I sat in your living room and that is <br /> when I began to understand the connection in all of the different things that you did. I had no <br /> idea of all of the things you have done. There is more work to be done and you are one (1) of <br /> those people that will be there, at all times, when there is a person in need and we thank you for <br /> that. <br /> Tim Scott, 1St District Councilmember, 711 Forest Avenue, South Bend, IN, stated, Mrs. <br /> Freeman,thank you so much for what you've done. You are a doer and that is important and I <br /> think your little sister has figured some of that out, too. Ideas and plans are nothing without <br /> action, and thank you for your action. <br /> Councilmember Oliver Davis stated, There is a song that talks about letting the works speak for <br /> me. The works truly do speak for Mrs. Bernice. They have been speaking for her for a long <br /> while. In their family, seventy-five (75) is relatively young when you have parents that live to <br /> one hundred(100). She is still a young babe in her family and that is one (1) of the reasons she <br /> still has all that energy. We thank you for all that you've done. <br /> Councilmember Karen White stated, It is just such an honor to be able to present this resolution <br /> to Bernice. We go way back and I just learned today that Bernice was older than Gladys. I <br /> thought Gladys was older. <br /> This being the time heretofore set for the Public Hearing on the above bill,proponents and <br /> opponents were given an opportunity to be heard. <br /> Samuel Brown, 222 E. Navarre Street, South Bend, IN, stated, I serve with Bernice on the <br /> Human Rights Commission and I really can't say I know Bernice as well as I know Gladys. But <br /> I'm also on the Martin Luther King Jr. Planning Committee. I've gone to Gladys' table and have <br /> sat next to Bernice sometimes and it is a pleasure to know how knowledgeable she is about <br /> everything. I never just went up to her and talk to her, but it is just an honor to be around her. <br /> Grayson Warren, 1939 N. Johnson Street, South Bend, IN, stated, I've known Bernice all of my <br /> life because we grew up together in the same area. My sister was a very good friend of her older <br /> sister and my brother was friends with one (1) of her younger siblings. As long as I can <br /> remember, this family has been civically minded. I can't think of a more deserving person to get <br /> this honor than Bernice. I love her like a sister. <br /> Councilmember Gavin Ferlic made a motion to adopt Bill No. 16-2017 by acclamation. <br /> Councilmember Dr. David Varner seconded this motion which carried unanimously by a voice <br /> vote of nine (9) ayes. <br /> SAINT JOSEPH COUNTY WASTE MANAGEMENT DISTRICT UPDATE <br /> Randy Przybysz, Executive Director of the St. Joseph County Waste Management District, 828 <br /> Kerr Street, South Bend, IN, stated, The Solid Waste Management District was legislated into <br /> existence in 1991. Every County in the State was required to form a District or otherwise be part <br /> of a multi-county district with the exception of Marion County which was exempted from the <br /> law and still is. Our District serves the local community by providing curbside recycling, the <br /> household hazardous waste drop-off facility which is commonly referred to as the HHW <br /> Program, and educational programs which occur mostly in schools and other community outlets. <br /> We are a governmental entity although we are not City, County or State. With oversight by a <br /> nine (9)member Board of Directors made up of elected officials. They are, by law,the Mayors <br /> of both South Bend and Mishawaka, the three (3) County Commissioners, a representative of the <br /> South Bend, Mishawaka and County Councils, and a sitting Town Board member. Because we <br /> have so many small towns with elected boards in this County, the legislature decided that the <br /> circuit court judge would pick who that is. Currently, that is a member of the New Carlisle Town <br /> Council. As a governmental entity we still follow of the same legal requirements and practices. <br /> Our Board approves a resolution in favor of our budget proposal which is then officially passed <br /> by the St. Joseph County Council,per law, every year.
