REGULAR MEETING September 25, 2017 <br /> from the streets, so basically anything that was done on those developments goes right into the <br /> City storm sewer, which has a problem with not enough capacity. That's why the City is <br /> spending millions and millions of dollars to do the separation between the storm sewer and the <br /> sanitary sewers. <br /> Mr. Danch continued, We will be required to handle all sorts of runoff onto our site. That will be <br /> done through a French drain system underneath the parking area that you see here. So, we will <br /> not be adding any storm water from our site onto the adjacent streets or into the neighborhood or <br /> into the storm lines for the adjacent single-family development. That has to happen as part of the <br /> engineering plan. That gets taken care of when we do, obviously,the final engineering for the <br /> site. After our committee meeting, when we had gone to the Area Plan Commission, Angela had <br /> mentioned the two (2) conditions or written commitments that the developers agreed to in this <br /> particular development. There were three (3) additional ones that, based on some of the concerns <br /> that the residents had brought up,that we are also willing to commit to,which will be recorded <br /> as part of this development. The additional ones that we had talked about was a six (6) foot vinyl <br /> fence that would be put in along the entire south property line. So, that would be a commitment <br /> that would be put in. That would be done at a point in time after the curbing is placed for the <br /> paved areas that you see there. We're actually going to be doing a solid six (6) foot high vinyl <br /> fence along the north portion as well, but that commitment is to help ensure to the residents to <br /> the south, that there would be a solid fence between our property and their properties, for a visual <br /> break between the two (2). <br /> Mr. Danch continued, One (1) of the other ones is the street calming devices. One (1) of the <br /> concerns, maybe, is that people are afraid that there might be speeding within the development <br /> itself, so, as one (1) of the commitments of the engineering plan, we will do what we call "street <br /> calming devices" at both of our entranceways to make sure that there is no speeding that happens <br /> within the development or as part of the leaving of the development to go out to Ironwood or to <br /> Rosemary, so that should hopefully mitigate any of those kinds of issues. The last one (1) is the <br /> trees that we are committing to putting on the site that actually meet the commercial standards of <br /> the ordinance for the City of South Bend. So,those have a minimum tree caliper of two-and-a- <br /> half(2 1/z) inch calipers that would be done for the oak cherry trees that we have placed on the <br /> plan. So, we are going to commit to that so that someone doesn't put in smaller trees. Those are <br /> trees that would get put in as part of the overall development that we do. Those would be <br /> recorded with the development itself. <br /> Mr. Danch continued, There were some other questions that had also come up. As far as when <br /> the development starts, the whole intent of what we're trying to do here is to develop the site <br /> from west to east. So, the intent is that the first two (2) homes that you see on Rosemary, those <br /> would be the first two (2) homes that would be developed and built, and then we would work our <br /> way into the site toward Ironwood. One (1) of the other conditions that we had mentioned at the <br /> other public hearings is that the sidewalk on the east side of Rosemary, we would be extending <br /> that to the next street. Right now, that sidewalk does not continue. The residents said that, <br /> basically, they would like to see that. That's a safety issue. They like to walk in the <br /> neighborhood. So, as part of our development, we will be doing that additional sidewalk from <br /> our project, north, to the next street, so that there will be a connected sidewalk between the two <br /> (2). We will also be doing a sidewalk—and you can see on the site plan—integrated with the <br /> public sidewalks on Rosemary and also Ironwood. So, residents walking through the <br /> neighborhood can actually use the walks. They will be interconnected between our developments <br /> and the single family developments to the west and to the south. <br /> Mr. Danch continued, Snow fencing: one (1) of the residents had brought up an issue that since <br /> the site had been cleared and, as we move into the winter months, that there may be an issue with <br /> snow blowing toward Ironwood, so we will be doing snow fencing, and we will also be keeping <br /> the sidewalks clean, as well. We will also be maintaining the site through the construction <br /> process. We wanted to make sure the residents understood that so that the sidewalk will stay <br /> clear, and we will maintain the site itself as construction progresses through the development. <br /> The construction traffic: there was concern from the residents that the construction traffic would <br /> go out on Rosemary and go into their neighborhood. That will not be the case. Construction <br /> traffic will be focused and will only be allowed to go out to Ironwood. That's also usually a <br /> 6 <br />
