REGULAR MEETING September 25, 2017 <br /> BILL NO. <br /> 17-57 A RESOLUTION OF THE COMMON COUNCIL <br /> OF THE CITY OF SOUTH BEND, INDIANA, <br /> APPROVING A PETITION OF THE AREA <br /> BOARD OF ZONING APPEALS FOR THE <br /> PROPERTY LOCATED AT 211 W. MONROE <br /> STREET <br /> Councilmember Oliver Davis made a motion to send Bill No. 17-57 to the Area Board of Zoning <br /> Appeals on October 4th, 2017, and to the Zoning and Annexation Committee on October 91n <br /> 2017. Councilmember Dr. David Varner seconded the motion which carried by a voice vote of <br /> eight(8) ayes. <br /> BOYD v. HISTORIC PRESERVATION COMMISSION APPEAL <br /> Councilmember Oliver Davis made a motion to reschedule the Boyd v. Historic Preservation <br /> Commission Appeal to November 13th, 2017. Councilmember Dr. David Varner seconded the <br /> motion which carried by a voice vote of eight(8) ayes. <br /> NEW BUSINESS <br /> Councilmember Oliver Davis stated, You should have all gotten a notice regarding the update <br /> regarding the dog park date, which will be in Rum Village. That announcement will be on <br /> October 11th, 2017. <br /> Councilmember Tim Scott stated, I want to thank Councilmembers Broden and Williams-Preston <br /> for your comments at the Mamas Against Violence event on Saturday. Thank you very much. I <br /> could not make it. <br /> Councilmember Oliver Davis asked if Clerk Kareemah Fowler could touch base with the Robles <br /> family to ensure that flowers are sent to them on behalf of the Office of the City Clerk and the <br /> Common Council of the City of South Bend. Councilmember Karen White announced that the <br /> funeral would take place at St. Adalbert's on Friday, September 9th, 2017 at either 10 a.m. or 11 <br /> a.m. <br /> Councilmember Jo M. Broden announced that Councilmember Karen White is holding a budget <br /> hearing on October 4th, 2017, and that the Health and Public Safety Committee will piggyback <br /> off that meeting. Councilmember Broden stated, So, at the conclusion of the budget, we will be <br /> hitting, at 7 p.m.,the intersection of health and public safety issues, with regard to the budget, <br /> and focusing primarily with the Administration's help on the chronic homelessness report and <br /> how that hits the budget. It may not be restricted to that, but those are the two (2) focal points, <br /> again, looking at health and public safety issues with regard to the budget. <br /> Councilmember Oliver Davis stated that he gave a presentation, with assistance from James <br /> Mueller, to the Redevelopment Commission regarding the Ardmore resolution that the Council <br /> passed. Councilmember Davis stated that Councilmember Gavin Ferlic, who was present for the <br /> presentation,talked about the Redevelopment Commission coming up with their own resolution <br /> based on the one (1) presented to them. <br /> PRIVILEGE OF THE FLOOR <br /> Samuel Brown, 222 East Navarre Street, South Bend, IN, stated that he wants an update on when <br /> the property at 1408 Elwood would be cleaned up. <br /> Kente Lark, Inspiration School of Beauty Culture, 307 Chapin Street, South Bend, IN, stated that <br /> he and his wife started this school to empower students to impact the community. Mr. Lark <br /> stated, Our goal is to be able to reach a generation of young people that have been kind of <br /> difficult to reach. So, students that come to us, if they are in high school, they receive twelve (12) <br /> 23 <br />
