Suppose that the Board had dedided <br />we wart e private roadway, owned by the city out there, to reach <br />our water towers out south here,; and we went ahead and rented the <br />• <br />land there, for a private roadway, and we took that and improved <br />it by paving it. Sub-sequently we decided, because of the groTAth <br />of the city , instead of that being a private roadway for the city., <br />that it should be a public road, and to do that., proceeded to <br />condemn that right-of-way which was previously a private roadvira <br />, <br />and make it a ptEblic roadway, Now we have laid a pavement,. <br />How do; you figure the benefits or damages to the adjoining <br />property Ov ners at that time, when the dondemnation was made2 <br />Do we ignore the: pavement? <br />MR. 11ILLER : <br />Is a part of your proposition that you had the exclusiv <br />use of it? You have rented a strip of land and you have paved <br />it, and the land owners adjoining have no right to go over it? <br />1aR.
