ROPER: It proposes not to re .rburse itself, but to assess <br />adjoining land owners and collect from the adjoining .land owner <br />a sum merely representing the benefits to the land by reason <br />of the city having put in place a completed street.. <br />And the appraisers have been sent out to determine the <br />amount of the benefits without any relation to the cost of the <br />improvement whatsoever. Now are you still saying we are tryin <br />to get back the cost of the improvement`?' <br />MLR . MILLER: Yes. <br />1-1R.. ROPER: We don't seem to have as issue here, <br />IIIR. MILLER: I am trying to get at the issue. Maybe we will <br />have to eliminate one thing at a time.
