REGULAR MEETING July 24, 2017 <br /> This being the time heretofore set for the Public Hearing on the above bill,proponents and <br /> opponents were given an opportunity to be heard. <br /> Those from the public wishing to speak in favor of this bill: <br /> Mike DiVita, the Department of Community Investment, with offices on the 14th Floor of the <br /> County-City Building, South Bend, IN, stated, As has been discussed,these changes would offer <br /> property owners an economically viable reuse of former big box and other large buildings. With <br /> the standards proposed, self-storage could be done in a combination with other uses that is <br /> compatible with the respective zoning district. So,the zoning classification would be preserved, <br /> but properties could convert to this or from this use more easily, as the market dictates. So,we <br /> believe this quick fix will help at least a couple of developers now and be of further value as <br /> national retailing patterns continue to change over time. <br /> None from the public wished to speak in opposition to this bill. <br /> Councilmember Karen White made a motion to send Bill No. 40-17 to the full Council with a <br /> favorable recommendation. Councilmember John Voorde seconded the motion which carried by <br /> a voice vote of nine (9) ayes. <br /> 41-17 PUBLIC HEARING ON AN ORDINANCE TO <br /> VACATE THE FOLLOWING DESCRIBED <br /> PROPERTY: THE ALLEY TO BE VACATED IS <br /> THE FIRST NORTH/SOUTH ALLEY EAST OF <br /> WILLIAMS STREET (PORTAGE AVENUE), <br /> FROM THE SOUTH RIGHT-OF-WAY OF W. <br /> NAVARRE STREET TO THE NORTH RIGHT- <br /> OF-WAY OF WEST MARION STREET FOR A <br /> DISTANCE OF APPROXIMATELY 410 FEET <br /> AND A WIDTH OF 14 FEET. BEING A PART OF <br /> THE CITY OF SOUTH BEND,PORTAGE <br /> TOWNSHIP, ST. JOSEPH COUNTY, INDIANA. <br /> John Voorde, Chair of the Public Works and Property Vacation Committee,reported that they <br /> met this afternoon and send this bill forward with an unfavorable recommendation. <br /> Paul Crowley, Butler & Crowley, with offices at 726 East Washington Street, South Bend, IN, <br /> served on behalf of the petitioner. Mr. Crowley stated, Yielding to wise counsel, I am going to <br /> ask to withdraw this petition. <br /> Councilmember Oliver Davis made a motion to accept the withdrawal of Bill No. 41-17 at the <br /> request of the petitioner. Councilmember Dr. David Varner seconded the motion which carried <br /> by a voice vote of nine (9) ayes. <br /> 42-17 PUBLIC HEARING ON AN ORDINANCE OF <br /> THE COMMON COUNCIL OF THE CITY OF <br /> SOUTH BEND, INDIANA, APPROPRIATING <br /> ADDITIONAL FUNDS FOR CERTAIN <br /> DEPARTMENTAL AND CITY SERVICES <br /> OPERATIONS IN 2017 OF $5,000,000 FROM <br /> PARK FUND (#201). <br /> Karen White, Chair of the Personnel and Finance Committee,reported that they met this <br /> afternoon and send this bill forward with a favorable recommendation. <br /> John Murphy,the Department of Administration and Finance,with offices on the 12th Floor of <br /> the County-City Building, South Bend, IN, served as the presenter of this bill. Mr. Murphy <br /> stated, This bill is an appropriation of$5,000,000 for improvements to Howard Park as part of <br /> the Regional Cities grant program.
