Councilmember Oliver Davis seconded the motion which carried by a voice vote of nine <br /> (9) ayes. Councilmember Gavin Ferlic, Chairperson,presiding. <br /> Councilmember Gavin Ferlic explained the procedures to be followed for tonight's meeting in <br /> accordance with Article 1, Section 2-11 of the South Bend Municipal Code. <br /> PUBLIC HEARINGS <br /> BILL NO. <br /> 34-17 PUBLIC HEARING ON AN ORDINANCE <br /> AMENDING THE ZONING ORDINANCE FOR <br /> PROPERTY LOCATED AT 4640 SOUTH <br /> MICHIGAN STREET; 237, 305, AND 313 <br /> REASOR STREET; 4637, 4701, 4707,AND <br /> VACANT PARCEL SOUTH AND ADJACENT <br /> TO 4707 FELLOWS STREET; COUNCILMANIC <br /> DISTRICT NO. 5 IN THE CITY OF SOUTH <br /> BEND, INDIANA <br /> Councilmember Oliver Davis, Chair of the Zoning and Annexation Committee, reported that <br /> they met this afternoon and send this bill forward with a favorable recommendation. <br /> David Stanton, the Area Plan Commission,with offices on the 11th Floor of the County-City <br /> Building, South Bend, IN, served as the presenter of this bill. Mr. Stanton stated, The petitioner <br /> is requesting a zone-change from GB, General Business District, and SF1, Single-Family District <br /> and Two (2)-Family District,to CB, Community Business District. On the site is a former retail <br /> space. To the north is a retail automotive establishment zoned GB, General Business District, <br /> vacant lots zoned CB, Community Business District, and homes zoned SF 1, Single-Family and <br /> Two (2)-Family District. To the east, across Fellows Street, are homes zoned SF1, Single-Family <br /> and Two (2)-Family District. To the south is the St. Joseph Valley Parkway. To the west, across <br /> Michigan Street, is a retail complex zoned CB, Community Business District. Mr. Stanton <br /> presented to the Council public images of the site. Mr. Stanton stated, And then this is just <br /> looking east from the St. Joseph Valley Parkway at what is the current site. They are going to <br /> actually take down this site and reconstruct the new building on this site. Mr. Stanton presented a <br /> view looking north from St. Joseph Valley Parkway toward St. Joseph Street,then the properties <br /> to be rezoned on Fellows Street, and then a view looking south toward the overpass on Fellows <br /> Street. Mr. Stanton stated, The 4.15 acre site is part of a larger development to convert the retail <br /> structure adjacent lot currently being rezoned. A proposed 207,469 square foot retail store will be <br /> accessed by St. Joseph Street. The areas being rezoned are primarily shown as retention areas of <br /> the proposed site plan. The remainder of the project area is already zoned CB, Community <br /> Business District. This comes to you from the Area Plan Commission with a favorable <br /> recommendation. Rezoning this site to CB, Community Business District, will allow for the <br /> reuse of an existing commercial property in a manner consistent with the Comprehensive Plan. <br /> This being the time heretofore set for the Public Hearing on the above bill, proponents and <br /> opponents were given an opportunity to be heard. <br /> Those from the public wishing to speak in favor of this bill: <br /> 3 <br />
