The City also identified Census Tracts 19 and 20 as areas of <br /> greatest need based on the data and foreseen liklihood of foreclosures. Census Tract 19 is ranked as the <br /> 10th area most in need; however, it is believed that its proximity to four of the top five census tracts <br /> ' makes it a critical area to help stabilize.
