REGULAR MEETING JUNE 26, 2017 INDIANA RIVER RESCUE FUND (#291), $285,000 FROM PARKS CAPITAL FUND (#405), $295,000 FROM MORRIS PERFORMING ARTS CENTER CAPITAL FUND (#416), AND $1,000 FROM ERSKINE VILLAGE BOND FUND (#758) Councilmember Oliver Davis made a motion to amend Bill No. 37-17. Councilmember Dr. David Varner seconded the motion which carried by a voice vote of seven (7) ayes. Councilmember Oliver Davis made a motion to pass Bill No. 37-17. Councilmember John Voorde seconded the motion which carried by a roll call vote of seven(7) ayes. 38-17 PUBLIC HEARING ON AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, APPROPRIATING ADDITIONAL FUNDS FOR CERTAIN DEPARTMENTAL AND ENTERPRISE OPERATIONS IN 2017 OF $891,089 FROM EMS CAPITAL FUND (#287) Councilmember Oliver Davis made a motion to pass Bill No. 38-17. Councilmember Karen White seconded the motion which carried by a roll call vote of seven (7) ayes. RESOLUTIONS BILL, NO. 17-34 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, ACCEPTING AND CONFIRMING A RESOLUTION OF THE SOUTH BEND REDEVELOPMENT COMMISSION DETERMINING THAT THE ASSESSED VALUE OF PROPERTY IN THE DOUGLAS ROAD ECONOMIC DEVELOPMENT AREA FOR TAX YEAR PAYABLE 2018 MAY BE ALLOCATED TO THE RESPECTIVE TAXING UNITS AND OTHER RELATED MATTERS Councilmember Regina Williams-Preston, Vice Chair of the Community Investment Committee, reported that they met this afternoon and send this bill forward with a favorable recommendation. Beth Leonard Inks, Department of Community Investment, with offices on the 14th Floor of the County-City Building, South Bend, IN, served as the presenter of this bill. Ms. Inks stated, The resolution before you today will release the increment from the Douglas Road TIF for payable 2018. The reason we are doing that is because we do not anticipate a need for it next year. We have some debt that is expected to be paid off in August. At that point in time, we will look at what our final plans are for any money that might be left, and closing this TIF, probably, in early 2018. Councilmember Oliver Davis asked, Once it's paid off, how are we notified as a Council that it's paid off? Ms. Inks responded, Well, we can send you an email. Councilmember Dr. David Varner stated, Just for the record, I don't think you can close a TIF district with outstanding indebtedness, so it has to be cleared completely before. So, this will just be part of the process in anticipation. This being the time heretofore set for the Public Hearing on the above bill, proponents and opponents were given an opportunity to be heard. 14
