Councilmember Dr. David Varner seconded the motion which carried by a voice vote of <br /> nine (9) ayes. Councilmember Gavin Ferlic, Chairperson,presiding. <br /> Councilmember Gavin Ferlic explained the procedures to be followed for tonight's meeting in <br /> accordance with Article 1, Section 2-11 of the South Bend Municipal Code. <br /> PUBLIC HEARINGS <br /> BILL NO. <br /> 09-17 PUBLIC HEARING ON AN ORDINANCE <br /> AMENDING THE ZONING ORDINANCE FOR <br /> PROPERTY LOCATED AT 1237 & 1303 <br /> IRONWOOD DRIVE, COUNCILMANIC <br /> DISTRICT NO. 4 IN THE CITY OF SOUTH <br /> BEND, INDIANA <br /> Councilmember John Voorde made a motion to continue Bill No. 09-17 until July 2411, 2017. <br /> Councilmember Oliver Davis seconded the motion which carried by a voice vote of nine (9) <br /> ayes. <br /> 32-17 PUBLIC HEARING ON AN ORDINANCE OF <br /> THE COMON COUNCIL OF THE CITY OF <br /> SOUTH BEND, INDIANA AUTHORIZING THE <br /> CITY OF SOUTH BEND, INDIANA TO ISSUE <br /> ITS "TAXABLE ECONOMIC DEVELOPMENT <br /> REVENUE BONDS, SERIES 2017 <br /> (STUDEBAKER PROJECT)" AND APPROVING <br /> AND AUTHORIZING OTHER ACTIONS IN <br /> RESPECT THERETO <br /> Councilmember Gavin Ferlic, Chair of the Community Investment Committee, reported that they <br /> met this afternoon and send this bill forward with a favorable recommendation. <br /> James Mueller, Executive Director of the Department of Community Investment, with offices on <br /> the 14th Floor of the County-City Building, South Bend, IN, served as the presenter of this bill. <br /> Mr. Mueller stated, It's an exciting day for the Renaissance District. This is the final stop to <br /> unlock financing for the transformation of the fagade of Building 84, which is a fixture of <br /> downtown. This is the final piece of the economic development agreement that the City entered <br /> into back in 2012. Since then, the developer has met and exceeded the timeframe for investing <br /> his promised $10,000,000 into the area. At this time, this is the last piece of$3,500,000 of River <br /> West TIF dollars to go into the project to be matched by $3,500,000 of Regional Cities dollars, <br /> and the remainder being the primary investment. Part of the agreement was to increase the <br /> number of big-paying jobs to one-hundred and thirty(13 0) from forty (40) and, as I said before, <br /> the $10,000,000 investment. <br /> This being the time heretofore set for the Public Hearing on the above bill, proponents and <br /> opponents were given an opportunity to be heard. <br /> Those wishing to speak in favor of this bill: <br /> Lou Pierce, 16800 Hidden Valley Drive, Granger, IN, stated he is excited to see what has been <br /> happening in the Renaissance District. Mr. Pierce stated, This may surprise people, but next time <br /> you're driving from Chicago back into South Bend, take a good look at the skyline. You're <br /> probably used to seeing the Golden Dome and the Chase Building a few miles out. If you really <br /> look hard—and it shouldn't be that hard—the biggest thing on the horizon is Building 84. It's the <br /> largest building in Northern Indiana, but we've all learned to blot it out because it's a blight. A <br /> 5 <br />
