Certified Operator: shall mean a person certified by the state of Indiana to sign all user reports <br />indicating whether pretreatment standards are being met on a consistent basis, and if not whether <br />additional operation and maintenance and/or additional pretreatment is required to meet the <br />Pretreatment Standards and Requirements, <br />Director: means the Director of Utilities of the City of South Bend, Indiana, or his authorized <br />deputy, agent or representative. <br />Control Authoriior Industrial Pretreatment Gram: shall mean the Bureau of Wastewater <br />Division of Environmental Services located at: 3113 Riverside Drive, South Bend, IN 46628. <br />Slug(or slug load): shall mean any discharge at a flow rate or concentration which could cause a <br />violation of the prohibited discharge standards set forth in section 17-8 of the City of South Bend <br />Municipal Code, herein, or any discharge of a non -routine, episodic nature, including, but not <br />limited to, an accidental spill or non -customary batch discharge. <br />Batch or Infrequent Dischar e: shall refer to the discharge produced from a treatment or <br />manufacturing process in which a tank or reactor is filled, the wastewater (or solution) is held or a <br />chemical solution is prepared, and the tank is emptied, resulting in a discrete discharge to the <br />sanitary sewer. Batch or infrequent discharge shall also mean wastewater produced due to <br />cleaning, stabilizing, or conditioning chemical solutions for use in industrial manufacturing and <br />treatment processes as well as the discharge from processes that are not in operation on a regular <br />basis, and from occasional maintenance activities. <br />Batch Composite Sampling: A batch composite sample shall consist of at least three (3) grab <br />samples that are collected throughout the duration of the discharge from the batch tank. At a <br />minimum, the samples shall be collected at the beginning, the middle, and the end of the discharge <br />from each batch tank. <br />25 <br />
