REGULAR MEETINGNOVEMBER 23, 2009 <br /> <br /> <br /> <br /> <br />Chief Nowicki advised that this bill would appropriate $450,000 from the South Bend <br />Fire Department Emergency Medical Service Capital Improvement Fund #288 to <br />purchase emergency driver training simulators as the result of the South Bend Fire <br />Department being awarded an Assistance to Firefighter Grant from the Federal <br />Emergency Management Agency and Departments of Homeland Security. He stated that <br />the City of South Bend is required to contribute 20% of the total project cost $90,000.00 <br />and the U.S. Department of Homeland Security is contributing the remaining 80% of the <br />cost $360,000.00 <br /> <br />This being the time heretofore set for the Public Hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. <br /> <br />There being no one present wishing to speak to the Council either in favor of or in <br />opposition to this bill, Councilmember Dieter made a motion for favorable <br />recommendation to full Council concerning this bill. Councilmember Oliver Davis <br />seconded the motion which carried by a voice vote of eight (8) ayes. <br /> <br /> <br />BILL NO. 88-09 PUBLIC HEARING ON A BILL OF THE <br /> COMMON COUNCIL OF THE CITY OF SOUTH <br /> BEND, INDIANA, APPROPRIATING <br /> $462,457.00 FROM THE NONREVERTING <br /> LOSS RECOVERY FUND (#227) IN 2009 FOR <br /> VARIOUS EXPENDITURES <br /> <br />Councilmember LaFountain, Chairperson, Personnel and Finance Committee, reported <br />that this committee met on this bill this afternoon and voted to send it to the full Council <br />with a favorable recommendation. <br /> <br />th <br />Mr. Gary Gilot, Director, Public Works, 13 Floor County-City Building, 227 W. <br />Jefferson Blvd., South Bend, Indiana, made the presentation for this bill. <br /> <br />Mr. Gilot advised that the bill would allow for an appropriation of MTBE settlement <br />funds that were deposited in the Loss Recovery Fund (#277). He stated that there are two <br />projects. The first is $165,000 for replacement of spent granular activated carbon in the <br />water treatment GAC units that protect the public water supply from threats from <br />groundwater contamination.
