REGULAR MEETING APRIL 24, 2017 <br /> David Stanton, Area Plan Commission, with offices on the 1 lth Floor of the County-City <br /> Building, South Bend, IN, served as the presenter of this bill. Mr. Stanton stated that the <br /> petitioner is requesting a zone change from PUD, Planned Unit Development District, to LI, <br /> Light Industrial District. Onsite is a vacant lot. To the north and east are properties zoned PUD, <br /> Planned Unit Development District. To the south is a vacant lot zoned LI, Light Industrial <br /> District. To the west is Martin's corporate headquarters, zoned GI, General Industrial District. <br /> Mr. Stanton presented to the Council public images of the site from various points of view. Mr. <br /> Stanton stated that this site occupies 2.83 acres and is currently vacant. The preliminary site plan <br /> does not show any development but will need to meet all development standards for the LI, Light <br /> Industrial District. In 2010, this area was rezoned from General Industrial to PUD, Planned Unit <br /> Development, for the Ignition Park PUD. The PUD was updated in 2013. The site will be served <br /> p g p <br /> by municipal water and sewer. The petitioner is proposing written commitments which limit the <br /> allowed uses: they limit the building height to ninety (90) feet, add additional restrictions for <br /> parking and loading, landscaping, mechanical equipment, fences, signs, and lighting. These <br /> commitments are consistent with the PUD Ignition Park Plan. The staff recommends that the <br /> rezoning petition be sent to the Common Council with a favorable recommendation. Rezoning <br /> the site to LI, Light Industrial, will allow for the expansion of an existing business in a manner <br /> that is consistent with the intent and design established for Ignition Park. <br /> Michael Divita, Department of Community Investment, with offices on the 14th Floor of the <br /> County-City Building, South Bend, IN, served as the petitioner of this bill. Mr. Divita stated that <br /> the Redevelopment Commission recently sold the property to Martin's to give it the flexibility to <br /> expand their headquarters and distribution center, which is immediately to the west. Mr. Divita <br /> stated that the written commitments will help to ensure compatibility between this site and the <br /> rest of the development within the Ignition Park PUD. <br /> Councilmember Davis opened the floor to the petitioner to share his thoughts with the Council <br /> and public. <br /> Greg Freehauf, Vice President of Finance, CFO, of Martin's Super Markets, 760 Cottage Street, <br /> South Bend, IN, stated that Martin's has been at that location for over thirty (30) years. Mr. <br /> Freehauf stated, We are just looking forward to having the ability to use this space to remain in <br /> this area and to expand in the future. <br /> This being the time heretofore set for the Public Hearing on the above bill,proponents and <br /> opponents were given an opportunity to be heard. <br /> None from the public wished to speak in favor of or opposition to this bill. <br /> Councilmember Davis offered words of thanks to Martin's for their contribution to South Bend <br /> and expressed excitement for their future development. <br /> Councilmember Randy Kelly made a motion to send Substitute Bill No. 13-17 to the full Council <br /> with a favorable recommendation. Councilmember Oliver Davis seconded the motion which <br /> carried by a voice vote of seven(7) ayes. <br /> 14-17 PUBLIC HEARING ON AN ORDINANCE <br /> AMENDING THE ZONING ORDINANCE FOR <br /> PROPERTY LOCATED AT 2605 AND 2623 <br /> WESTERN AVENUE, COUNCILMANIC <br /> DISTRICT NO. 2 IN THE CITY OF SOUTH <br /> BEND, INDIANA <br /> Councilmember Oliver Davis made a motion to withdraw Bill No. 14-17.
