Our goal was to have 90%or more of
our abatements billed to owners. Meaning we sought to reduce the number abatements labeled as "illegal dumping".
We surpassed our goal 11 out of 12 months. In fact, our average for the year was 95% billable abatements!
Environmental citations cleaned by owner surpassed the target set for the majority of the year. The average percentage
of environmental violations cleaned by owner was 54%for the year(e.g. slightly more than 1 out of 2 violations were
cleaned by owner). We believe that due to our improved billings and collections procedures, property owners are
making an effort to increase compliance.
The number of closed housing cases per month consistently surpasses our goal of 12. This is a result of improved
policies and procedures when it comes to addressing substandard housing.
We continue to see more bite cases than we would like. Our goal was to have 16 or fewer bite cases per month. Our
average for the year was 19.
The average percent of animals returned to owner for the year(1.43%) was just shy of our goal (1.47%). Our average
of animals sent to rescues or rehabs was also lower for the year(2.8%)than our goal of 3.4%.
Code Enforcement's Updates
Accela
In 2015 Code Enforcement began transitioning to Accela software. Once fully implemented,Accela will replace all other
case management software programs the department has used. All environmental citations are currently processed
1300 County-City Building, 227 W. Jefferson Blvd., South Bend, IN 46601 Rev.MJ 3.10 17
