2016 Annual Report— Department of Code Enforcement 15 <br /> Inspector Area Violation Count <br /> Our department splits South Bend into 8 areas. The Neighborhood Enforcement <br /> Action Team (NEAT) is the branch of Code Enforcement that is tasked with this responsibility. NEAT consists of one <br /> supervisor and three operators. In 2016, NEAT was assigned 4,587 properties to abate. 36%of those assigned violations <br /> were cleaned by owner with the other 64% being abated by our crew. Over 4 million pounds of litter and debris and <br /> 6,314 tires were abated by the NEAT Crew in 2016! Total amount of billable abatements was$801,207. The average <br /> amount billed was$274. <br /> Continuous Enforcement <br /> 2016 was the first year inspectors were able to add properties to continuous enforcement without requiring a Code <br /> Enforcement Hearing by issuing direct orders from the Director. Not only has using direct orders saved money by not <br /> processing cases through the hearing process, it also allows us to more quickly remove environmental violations. <br /> As with continuous enforcement orders through a Code Enforcement hearing, under the Indiana Unsafe Building Law, <br /> once we provide the initial notification to the property owner informing him/her that the property has a continuous <br /> enforcement order,we do not need to cite the property in order to abate it for the next two years (continuous <br /> 1300 County-City Building, 227 W.
