South Bend Redevelopment Commission <br />Regular Meeting -November 20, 2009 <br />In total, between Tasks 1-3, staff requests an <br />approval amount of $36,810.00. <br />Mr. Downes asked what "historically <br />recognized environmental condition"" means. <br />Mr. Schalliol responded that the knowledge <br />that a gas station was on the site previously is <br />a red flag that there could be some <br />environmental remediation needed. <br />Upon a motion by Ms. King, seconded by <br />Mr. Downes and unanimously carried, the <br />Commission accepted the proposal from <br />Phifer Environmental for an amount not to <br />exceed $36,810 for additional environmental <br />assessment at Main and Western site. <br />B. Airport Economic Development Area <br />(1) Staff report and recommendation for <br />Operation and Management of Blackthorn <br />Golf Course. <br />Mr. Inks noted that the Redevelopment <br />Commission at its meeting on October 2"`~ <br />received 7 proposals for management of the <br />Blackthorn Golf Course. Staff reviewed and <br />summarized these proposals for the following <br />qualifications: <br />Management experience <br />Corporate resume <br />Management fee <br />Golf pricing structure <br />Marketing plan <br />Course staffing <br />Capital budget <br />Operations plan <br />Sales and expense reporting and accounting <br />systems <br />Maintenance schedules for buildings and <br />grounds <br />COMMISSION ACCEPTED THE PROPOSAL FROM <br />PHIFER ENVIRONMENTAL FOR AN AMOUNT NOT <br />TO EXCEED $36,R 10 FOR ADDITIONAL <br />ENVIRONMENTAL ASSESSMENT AT MAIN AND <br />WESTERN SITE <br />
