REGULAR MEETING <br />MARCH 27, 2017 <br />He stated, A lot of times when we look at some of our building projects and some of our street <br />projects, we can't find a contractor with a truck that says "574" on the side. That means that, <br />basically, you're taking our $2,000,000, you're putting it together with the State money, and it's <br />going out the door. He urged the Council and Administration to look at ways to create a pipeline <br />that "allows for us to really capitalize on these dollars and make sure that they are staying inside <br />of our community." He concluded by stating that he was in favor of the fire station relocation to <br />River Park. <br />John Murphy returned to the podium for a rebuttal. Mr. Murphy stated, First, on the gift donation <br />Fund #213, we have a really detailed record —and I'll pass this around. What we do is we keep <br />each activity separate within the account, so Animal Control has their column of revenue and <br />expenditures; their balance. Community Investment bike paths —a couple of years ago, we <br />received some donations for bike paths. The Hesburgh statue has a column. DCI had a Vacant <br />and Abandoned initiative that received some donations. It's very detail- oriented, and it's very <br />specific, so there's no intermingling of funds. The appropriation for the Community Crossings <br />Grant is $2,000,000. I think what maybe is the confusion is that we have a transfer of <br />$1,000,000— that's from the special LOIT fund that the State asked us to set up last year when <br />they made that contribution of COIT money. So, that $1,000,000 is coming from that fund into <br />the Fund #265. It is only an appropriation of $2,000,000: $1,000,000 is a local match; <br />$1,000,000 is inbound grant revenue that we received earlier in the year. So, that is pretty <br />specific. The $5,000,000 that's referenced—that's the sum of all the appropriations. If you want <br />to go down the line, we can do that, but it's not $5,000,000 on this particular project. It's <br />$2,000,000 for the Community Crossings project. As far as the bidding, we have a diversity <br />inclusion officer. That covers both the human resources side and also the purchases side, so we <br />are taking an active interest in that, and we comply with local preferences. We have a whole <br />process through the Board of Public Works for building projects and so forth. I think we are <br />trying to be very transparent. That's the point of the attached schedule, which I think is very <br />transparent and provides a lot of detail that you need to make decisions on spending. <br />Councilmember John Voorde made a motion to send Bill No. 16 -17 to the full Council with a <br />favorable recommendation. Councilmember Tim Scott seconded the motion which carried by a <br />voice vote of nine (9) ayes. <br />17 -17 PUBLIC HEARING ON AN ORDINANCE OF <br />THE COMMON COUNCIL OF THE CITY OF <br />SOUTH BEND, INDIANA, APPROPRIATING <br />ADDITIONAL FUNDS FOR CERTAIN <br />DEPARTMENTAL AND ENTERPRISE <br />OPERATIONS IN 2017 OF $400,000 FROM <br />SEWAGE WORKS DEPRECIATION FUND <br />( #642) AND $40,071 FROM 2011 SEWER BOND <br />FUND ( #659) <br />Councilmember Karen White, Chair of the Personnel and Finance Committee, reported that they <br />met this afternoon and send this bill forward with a favorable recommendation. <br />John Murphy, City Controller, with offices on the 12th Floor of the County -City Building, South <br />Bend, IN, served as the presenter of this bill. Mr. Murphy stated, These are the first quarter <br />petition of appropriations from the enterprise funds. There are only two (2) this quarter. The first <br />is the $400,000 appropriation of the Sewage Works Capital Fund for replacing and upgrading the <br />Calvert Street Lift Station, which is funded by a contribution from the Pokagon Band which was <br />received on February 15th, 2017. The second is an appropriation of $40,071, which is the last of <br />the money remaining from the 2011 Sewer Bond Fund, and that is going to be used for the Waste <br />Water Treatment Secondary Improvement project. That will finish the capital portion of that <br />bond. <br />This being the time heretofore set for the Public Hearing on the above bill, proponents and <br />opponents were given an opportunity to be heard. <br />
