REGULAR MEETING MARCH 13, 201 AND $250 FROM ERSKINE VILLAGE BOND FUND ( #758). Councilmember Karen White made a motion to send Bill No. 16 -17 to the Personnel and Finance Committee for Committee Hearing and Second and Third Reading on March 27th, 2017. Councilmember Gavin Ferlic seconded the motion which carried by a voice vote of eight (8) ayes. 17 -17 FIRST READING ON AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, APPROPRIATING ADDITIONAL FUNDS FOR CERTAIN DEPARTMENTAL AND ENTERPRISE OPERATIONS IN 2017 OF $400,000 FROM SEWAGE WORKS DEPRECIATION FUND ( #642) AND $40,071 FROM 2011 SEWER BOND FUND ( #659). UNFINISHED BUSINESS 17 -12 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, APPROVING A PETITION OF THE AREA BOARD OF ZONING APPEALS FOR THE PROPERTY LOCATED AT 3701 PORTAGE RD. SOUTH BEND, IN 46628 Councilmember John Voorde made a motion to send Bill No. 17 -12 to the Area Board of Zoning Appeals for a meeting on April 5th, 2017, and the Zoning and Annexation Committee for Committee Hearing and Second and Third Reading on April 10th, 2017. Councilmember Gavin Ferlic seconded the motion which carried by a voice vote of eight (8) ayes. NEW BUSINES Councilmember Tim Scott announced that Mayor Buttigieg's State of the City Address will be given at Riley High School on March 28th, 2017, beginning at 6 p.m. The public is invited. PRIVILEGE OF THE FLOOR Samuel Brown, 222 East Navarre Street, South Bend, IN, addressed Councilmember Regina Williams- Preston and Tim Scott, stating that something needs to be done about a disturbed individual whom he has spoken to the Council about for two (2) years. Mr. Brown stated that the man scares people and then those people call the Police on him, the Police are then sent to the scene but then state that nothing can be done, and the individual is returned to the streets without the medication he most likely needs. He stated, It's over, it's done. It's up to you guys, now. We come to you when something is bothering us in our neighborhoods and our City. Mr. Scott, Ms. Preston, you cannot overlook this. I'm begging you. Please, check into this. Get some help for this individual, because, if you don't, there's going to be a life lost in the City of South Bend. Jesse Davis, P.O.
