Councilmember Dr. David <br />Varner seconded the motion, which carried by a roll call vote of eight (8) ayes. <br />05 -17 THIRD READING ON AN ORDINANCE OF THE <br />COMMON COUNCIL OF THE CITY OF SOUTH <br />BEND, INDIANA AUTHORIZING THE CITY OF <br />SOUTH BEND, INDIANA TO ISSUE ITS <br />TAXABLE ECONOMIC DEVELOPMENT <br />REVENUE BONDS, SERIES 2017 (EDDY ST. <br />PHASE II) IN THE PRINCIPAL AMOUNT NOT TO <br />EXCEED TWENTY -FIVE MILLION DOLLARS <br />($25,000,000) AND APPROVING OTHER <br />ACTIONS IN RESPECT THERETO <br />Councilmember Gavin Ferlic made a motion to pass Bill No. 05 -17. Councilmember Regina <br />Williams- Preston seconded the motion, which carried by a roll call vote of eight (8) ayes. <br />06 -17 THIRD READING ON AN ORDINANCE OF THE <br />COMMON COUNCIL OF THE CITY OF SOUTH <br />BEND, INDIANA, REAFFIRMING ORDINANCE <br />10461 -16 FOR CUSTOMERS OUTSIDE THE <br />CITY'S CORPORATE BOUNDARY <br />Councilmember Gavin Ferlic made a motion to pass Bill No. 06 -17. Councilmember Dr. David <br />Varner seconded the motion, which carried by a roll call vote of seven (7) ayes and one (1) nay <br />(Councilmember John Voorde). <br />RESOLUTIONS <br />17 -03 A RESOLUTION CONFIRMING THE ADOPTION <br />OF A DECLARATORY RESOLUTION <br />DESIGNATING CERTAIN AREAS WITHIN THE <br />CITY OF SOUTH BEND, INDIANA, COMMONLY <br />KNOWN AS 401 E. COLFAX AVE., SOUTH <br />BEND, IN 46617 AS AN ECONOMIC <br />REVITALIZATION AREA FOR PURPOSES OF A <br />(10) TEN YEAR REAL PROPERTY TAX <br />ABATEMENT FOR COMMERCE CENTER <br />DEVELOPMENT, LLC <br />Brian Pawlowski, the Department of Community Investment, with offices on the 10 Floor of <br />the County -City Building, served as presenter of this bill. Mr. Pawlowski stated that there have <br />been no changes to this bill. He stated that the plan was still to split the ten (10) year abatement <br />up into a five (5) year period at one - hundred percent (100 %) and the last five (5) year period at <br />ninety -five percent (95 %). <br />Velvet Canada, Matthews LLC, 401 East Coflax Avenue, South Bend, IN, served on behalf of <br />the petitioner. Ms. Canada stated, Nothing has changed. It is the same project. We would just ask <br />for a favorable recommendation from you. <br />Councilmember Jo M. Broden asked, Has the developer yet provided the City, the <br />Redevelopment Commission, or the Council any feasibility studies to substantiate and/or <br />delineate the parking numbers associated with this project, or the residential mix? <br />Mr. Pawlowski stated that there would be one - hundred and forty-four (144) units and that the <br />developer had not submitted any feasibility studies. <br />Councilmember Broden asked, Any condos included in that? Or is it all apartments? <br />17 <br />
