LUECKE, MAYOR
COMMUNITY ~ ECONOMIC DEVELOPMENT
JEFFREY V.' GIBNEY
EXECUTIVE DIP.E,CTOR
November 9, 2009
Mr. Derek Dieter .
President, South Bend Common Council
4a' Floor County-City Building
South Bend, IN 46601
Dear President Dieter:
`~~1.~ F~~- ~i7_-~~
The attached bill for Council consideration and approval will amend the NSP
appropriation ordinance #9924-09 which the Council passed on May 12, 2009 There is no
change to the overall appropriation however certain project allocations are being adjusted. The
amendment ONLY changes the dollar amounts for each activity type. It DOES NOT
change the geography, the eligible activities, or partner agencies.
This bill revises the May 12, 2009 NSP ordinance by:
• Reduction in the number of properties impacted through acquisition and rehabilitation
(from 9 to 5); with a corresponding reduction from $1,350,000 to $900,000 for this
activity.
• Increase in the number of properties impacted through the redevelop demolished or
vacant properties -new construction and Dollar Houses - (from 4 to 9); with a
corresponding increase from $800,000 to $1,250,000 allocated for this activity.
• Due to a rounding error, $1 will be removed from Activity Five -Planning and
Administrative Costs -modifying the total allocated amount to $359,999, and $1 will
be placed in Activity One -Permanent Rental Housing for Special Need Populations -
modifyingthe amount allocated for this activity to $1,024,631.
As was indicated in my presentation and memo provided to the Council on October 26,
2009 ,these changes are recommended after consultation with HUD. While initially developing
the proposal for NSP funds, the City wished to address some of the properties it owns through
the Dollar House Program. 'This was due to three factors: (1) many are located within the NSP
target area, (2) the program implementation is part of the existing partnership between the City
and the NNN and SBHF ~vho are also NSP sub-grantees and, (3) there are limited City resources
COMD'(UNITY DEVELOPMENT ECONOMIC DEVELOPMENT FINANCIAL Ht PROGRAM
PAMELA C.
