What is your best estimate of the after completion market value of the property: $ 130.000 - 140.000 tier house <br />to qualified buyers (sale Write discounted $40.50,000 tier house to achieve the goals of the Neiehborhood <br />Stimulus Prosram. <br />11. No building permit has been issued for construction on the property in connection with the improvement in <br />question as of the date of filing of this petition. The building permit maybe issued after the South Bend <br />Common Council has approved the Declaratory Resolution. (Tax abatement is not available if a building permit <br />has already been issued). The signature below is verification of this statement. <br />12. List other anticipated public financing for the project, including any assistance to be sought or already authorized <br />through the United States Department of Housing and Urban Development funds from the City of South Bend, <br />South Bend Housing Authority, Housing Assistance Office, St. Joseph County Housing Consortium or other <br />public financial assistance, including but not limited to public works improvements: <br />This nroiect will be 100% financed through the NSP <br />13. Describe how the property has become undesirable for or impossible of normal development because of a lack of <br />development, cessation of growth, deterioration of improvements or other factors which have impaired values and <br />prevent a normal development of the property: <br />The 1963 edition of the Sandborn Mans of South Bend show no building on this lot but indicated an address of 1026 W. <br />Washington. Therefore. anv house that may have been on the lot was demolished before 1963. It is located in an area <br />that experienced severe disinvestment since the 1960s when many of the grand houses were divided into apartments or <br />used for businesses or demolished. It is close to the infamous "block " at Washington and Walnut where drugs and crime <br />were on the increase . discouraging anv development and investment. People wanted out. not to move in. It is in the <br />carne block as the Natatorium and Hansel Center which became. until recently. blights on the block. There was no <br />development. <br />By the late 1980s and early 1990x. this scenario started changing with the demolition of the "block" and construction of <br />affordable duplexes and triplexes (West Washington Homes) and. west of that. new construction of single family. owner <br />occupied affordable homes. More recently the plans for making the Natatorium into the Civil Rights Heritage Center <br />are in the process of being implemented and beginning plans for the Hansel Center to be converted into an extension of <br />Notre Dame's Center for Latino Studies. The climate for development has changed and investment in housing is <br />increasing gradually in this neighborhood. <br />14. The current use of the property is vacant lot and the current zoning is SF2 (use). <br />15. The property is located in the following Allocation Area (if any) declared and confirmed by the South Bend <br />Redevelopment Commission (requiring approval of the tax abatement by the Redevelopment Commission): <br />_______ Included in the WWCDA on 10/23/2987 <br />2 <br />
