RESIDENTIAL NEIGHBORHOODS SEPTEMBER 29. 2009 <br />Timothy Rouse., Chairperson, Residential Neighborhoods Committee called the meeting to order <br />at 5:00 p. m. <br />Committee Members Present: Karen L. White, Anthony "Tony" Fitts, Citizen Member <br />Other Councilmember's Present: None <br />Other's Present: Phil St. Clair, Catherine Toppel, James Harris, Mr. Alexander, John Voorde <br />Agenda: Bill No. 79-09 -Amend Code Chapter 14, Article 9, Parking Regulations in Residential <br />Neighborhoods when Fee is Charges <br />Chairperson Rouse began the hearing on Bill No. 79-09 by introducing newly sworn-in Citizen <br />Member Anthony Fitts. Mr. Rouse then made a point to commend the Park Board for trying to <br />raise program funds for the neighborhood centers. He then stated the overall purpose of the bill <br />was to create a level playing field between the city and residents. In other words, if both are <br />going to profit from special event parking, both should be subject to the same rules. The specific <br />question prompting the bill was the concern whether the Park Department would need to secure a <br />permit for parking at Kelly Park. <br />Phil St. Clair Superintendent of the Park Department said they had applied for a permit they <br />would not allow tailgating or alcohol. He went on to say the Park Department currently allows <br />parking on the paved areas of Fredrickson Park which is allowed to raise funds for the Boy <br />Scouts. Catherine Toppel, Code Enforcement Director, said her interpretation of the current <br />ordinance would already require the Park Department to apply for a permit. She went on to add <br />that the Kelly Field proposal filled an apparent need and the restrictions were respectful of the <br />neighbors. <br />James Harris who operates private parking areas said he was satisfied with a level playing field. <br />Phil St. Clair added the playground at Kelly Park would not be closed during parking periods. <br />Catherine Toppel suggested that perhaps the definitions of residential areas be improved in the <br />original bill. <br />Chairperson Rouse brought the meeting to a close saying he would withdraw the bill if the same <br />interpretation of the rules applied to all! <br />There being no further business to come before the Committees at this time, Chairperson Rouse, <br />adjourned the meeting at 5:50 p.m. <br />Respectfully Submitted, <br />Timothy Ro ., Chairperson <br />Residential Neighborhoods <br />
