<br />Councilmember Gavin Ferlic, Chair of the Community Investment Committee, reported that they
<br />met this afternoon and send this bill forward with a favorable recommendation.
<br />Aaron Kobb, Director of Economic Resources, Department of Community Investment with
<br />offices on the 14th Floor of the County -City Building, served as presenter of this bill. Mr. Kobb
<br />stated that the petitioner has filed for a nine (9) year real property tax abatement for an
<br />investment of $7,700,000 for a new 210,000 square foot facility in the AmeriPlex industrial park.
<br />The abatement, over the course of its life, would generate tax collection revenues of just over
<br />$1,000,000. After the abatement, the project will continue to generate an estimated $209,000
<br />annually.
<br />Rich Deahl, Barnes & Thornburg, 100 North Michigan Street, South Bend, IN, served as
<br />petitioner of this bill. Mr. Deahl explained that this project was a proposed investment of over
<br />$7,500,000 for the construction of a spec distribution facility along Dylan Drive. This is Phase
<br />Two (2) of a development that Great Lakes Capital worked on with the City to try to spur
<br />additional investment in construction of facilities that can be constructed and readied for
<br />utilization to attract prospective businesses to town.
<br />No one from the public wished to speak in favor of or opposition to the bill.
<br />Councilmember Oliver Davis made a motion to adopt Bill No. 16 -85 and Councilmember Dr.
<br />David Varner seconded the motion, which carried by a roll call vote of eight (8) ayes.

<br />Councilmember Oliver Davis, Chair of the Zoning and Annexation Committee, reported that
<br />they met this afternoon and send this bill forward with a favorable recommendation.
<br />Ayoka Pack, Zoning and Business Services Administrator, Building Department, 125 South
<br />Lafayette Boulevard, South Bend, IN, served as presenter of this bill. Ms. Pack stated that this
<br />petition for special exception comes with a favorable recommendation from the Area Board of
<br />Zoning Appeals. It is to allow residential uses including but not limited to multi - family dwellings
<br />in the CBD, Central Business District, at the southwest corner of Western Avenue and Lafayette
<br />Boulevard. The application includes the approval of several variances, including parking space
<br />sizes, setbacks, as well as landscaping requirements. None have spoken in remonstrance against
<br />this application or the variances for the application.
<br />J.B. Curry, 333 North Pennsylvania Street, Indianapolis, IN, served as the petitioner of this bill.
<br />Mr. Curry stated that he represented TWG Development, LLC. He stated that TWG
<br />Development, LLC worked with Andrew Berlin and Joe Hart of the South Bend Cubs on this
<br />project. He explained that it was an approximately $22,000,000 to $23,000,000 project with one -
<br />hundred and twenty -one (12 1) units at one - hundred percent (100 %) market rate, 10,000 square
<br />feet of active commercial space, 10,000 square feet of rooftop commercial space, and
<br />approximately one - hundred and ninety -five (195) parking stalls with an upgraded plaza space
<br />entry to the ball park.
