Davis <br />6th District Council Member <br />Vice President, South Bend Common Council <br />• Blackthorn Corporate Park Hotel Rezoning Petition <br />• Gates Automotive Special Exception <br />• Blessed Gospel Magazine Rezoning <br />• River Walk, LLC Rezoning <br />• Historic Designation for Elbel House <br />• Avenue's Edge Tax Credit Project Rezoning <br />• Commerce Center PUD Rezoning <br />The Committee also reviewed text amendments to Chapter 21 of the South Bend Municipal Code <br />which is aimed at protecting neighborhoods through closing loopholes in the SF- Single Family <br />zoning designation definition. In the future, the Committee will take a closer look at other text <br />amendments in Chapter 21 in order to promote density in the Central Business District. The <br />Committee also intends to attend training in January 2017 which will educate the Council on the <br />statutory guidelines we are bound to as it relates to various land use decisions. <br />Most importantly, as the City of South Bend experiences new growth and development, especially <br />within the CBD, it is imperative that this Committee works collaboratively and proactively with the <br />Administration, the Area Plan Commission and other quasi-judicial bodies to review and update the <br />City of South Bend's Comprehensive Plan & PUD ordinance — ensuring that growth and <br />development are not impeded by an out of date planning ordinance but rather incentivized and <br />informed through sound policy. <br />The Zoning and Annexation Committee brochure which is available from the Council's website and <br />from the Office of the City Clerk continues to be helpful to the public at large on matters which come <br />before the Committee. I recommend that it be updated again in 2017 to reflect the duties and <br />statutory requirements set before the Committee. <br />The sheer number of rezoning and special exception requests indicates that there is growing interest <br />and activity in the City of South Bend.
