REGULAR MEETING December 12, 2016 <br />Mr. Walker presented a framed certificate in honor of the Boys & Girls Club, paying homage to <br />them. <br />Councilmember Gavin Ferlic made a motion to adopt Bill No. 16 -92 and Councilmember Dr. <br />David Varner seconded the motion, which carried by a voice vote of nine (9) ayes. <br />REPORTS OF CITY OFFICES <br />Representing the City Administration: James Mueller, Chief of Staff <br />Suzanna Fritzberg, Deputy Chief of Staff <br />RESOLVE INTO THE COMMITTEE OF THE WHOLE <br />At 7:28 p.m. Councilmember Tim Scott made a motion to resolve into the Committee of the <br />Whole. Councilmember Dr. David Varner seconded the motion which carried by a voice vote of <br />nine (9) ayes. Councilmember Gavin Ferlic, Chairperson, presiding. <br />Councilmember Gavin Ferlic explained the procedures to be followed for tonight's meeting in <br />accordance with Article 1, Section 2 -11 of the South Bend Municipal Code. <br />PUBLIC HEARINGS <br />73 -16 <br />PUBLIC HEARING ON AN ORDINANCE OF <br />THE COMMON COUNCIL OF THE CITY OF <br />SOUTH BEND, INDIANA, AMENDING <br />CHAPTER 2, ARTICLE 14 OF THE SOUTH <br />BEND MUNICIPAL CODE TO ESTABLISH <br />VARIOUS NEW FUNDS: LOCAL ROAD AND <br />BRIDGE MATCHING GRANT FUND (265), <br />EQUIPMENTNEHICLE LEASING FUND (750), <br />PARKS BOND CAPITAL FUND (751), SOUTH <br />BEND REDEVELOPMENT AUTHORITY FUND <br />(752), SMART STREETS BOND CAPITAL <br />FUND (753), INDUSTRIAL REVOLVING FUND <br />(754), SOUTH BEND BUILDING <br />CORPORATION FUND (755), SMART STREETS <br />DEBT SERVICE FUND (756), PARKS BOND <br />DEBT SERVICE FUND (757), THE ERSKINE <br />VILLAGE DEBT SERVICE FUND (758), AND <br />CHANGING THE NAME OF FUND 279 TO THE <br />IT /INNOVATION /311 CALL CENTER FUND. <br />Councilmember Karen White, Chair of the Personnel and Finance Committee, reported that they <br />met and send this bill forward with a favorable recommendation. <br />John Murphy, City Controller with offices on the 12th Floor of the County -City Building, stated <br />that this ordinance establishes eleven (11) new funds for the City. Mr. Murphy stated, During the <br />budget process, we talked about nine (9) new funds regarding trustee accounts that we have <br />always included in our audit report, and it has always been audited and counted for properly. <br />They never were fully integrated into our accounting system or our budgeting. As a result, we are <br />dealing with those nine (9) funds. In addition, the State of Indiana requires a new fund for any <br />government applying for the Indiana Crossings Grant program. That's Fund 265. So if we <br />receive that grant, we will deposit it in that fund and that's when we will spend it. We will have <br />an appropriation in the first quarter, likely, to clean up that fund. The 311 Call Center fund, <br />which we had in place for 2016, has been revised in its name to fully recognize the new <br />
