Jefferson Blvd. South Bend, IN 46601 Dear Board Members, PHONE 574/ 235-9255 PAX 574/ 235-9305 November 22, 2016 Under Indiana Code 5-22-10, a purchasing agent may make a purchase without soliciting bids or proposals under certain conditions set forth in the statute. A special purchase must be made with competition as is practicable under the circumstances. I.C. 5-22-10-5 provides as follows: Indiana Code 2015 - Savings to a Governmental Body Sec. 5. A purchasing agent may make a special purchase when there exists a unique opportunity to obtain supplies or services at a substantial savings to the governmental body. Under Indiana Code 5-22-10, the purchasing agent shall: A) Maintain the contact records for special purchase in a separate file; and B) Include in the contract file a written determination of the basis for (1) The special purchase and; (2) the selection on a particular contractor. We have an opportunity now to purchase a "Demo Ambulance" at a substantial savings. The ambulance is a 2016 PL Custom 170" box E450. The ambulance has 1,743 miles and 57 engine hours --all non —emergent. The price of the ambulance is $147,872.00. A brand new made to order ambulance with the same specifications would be priced at $166,429.00. The application of this ambulance would not be a front line 911 response ambulance. It would be used for a "Special Events Ambulance"—i.e., stand-by at Notre Dame sporting events, festivals and large events in the city of South Bend. The South Bend Fire Department requests the Board of Public Works approval of this special purchase based on the information supporting IC-5-22-10-5. Respectfully, Andrew J.
