rrrw <br />THIENEMAN <br />K <br />June21,2016 <br />Mr. John Huston, P.E. <br />Arcadis, U.S. <br />132 East Washington Street, Suite 600 <br />Indianapolis, IN 46204 <br />Subj: South Bend Secondary Treatment Improvements <br />Unforeseen FCE Sheeting Obstructions — Notice of Delay <br />Dear Mr. Huston: <br />TCI has encountered two separate unforeseeable obstructions during our sheeting installation at the new <br />FCE manhole location. As stated in my June 16th email, "...during excavation for the FCE Manhole <br />yesterday morning, we uncovered an unmarked live waterline. We immediately suspended our work and <br />notified the City. After approximately 5 hours, the City water department came out and determined it's the <br />potable and fire suppression line to the garage on the hill, where they fill sweepers and tankers every day. <br />In order to minimize the financial impact of this unforeseen condition, the decision was made to proceed <br />yesterday afternoon with relocating the entire sheeted hole for the FCE manhole and Meter Vault further <br />west to miss waterline. We will be submitting a PCO for the lost time and for the necessary piping <br />changes." <br />Yesterday, we discovered that we had been driving our sheeting directly through an existing 30" culvert <br />This is another unforeseen condition that had been impacting our sheet driving production. Once <br />discovered, we completely suspended our Work pending direction from the City. This morning we were <br />directed to remove the remaining portion of culvert as needed so we can complete our sheeting operation. <br />We are still uncertain if this culvert is abandoned or live. If necessary, we will submit pricing to replace <br />the damaged portion of culvert after our underground Work in this area is complete. <br />Please consider this letter proper notice per the general conditions article 4.03 Differing Subsurface or <br />Physical Conditions sub paragraph A.3 whereas TCI has discovered unforeseeable conditions.
