Councilmember Dr. <br />David Varner seconded the motion which carried by a voice vote of seven (7) 'ayes and zero (0) <br />nays. <br />NEW BUSINESS <br />Councilmember Tim Scott announced that there would not be a second December Common <br />Council meeting on December 26th, 2016. <br />Councilmember Jo Broden asked whether or not it was possible to have joint committee <br />meetings to discuss bills where the purview of more than one committee overlaps. Council <br />Attorney Cekanski - Farrand explained that committees have historically forgone joint meetings in <br />favor of single committee meetings where the bill is referred to the committee to which it is the <br />most relevant. Councilmember Broden stated that she thought it would be easier for the public to <br />track if there were joint- discussions on these bills. Councilmember Tim Scott stated that he <br />assumes that anything having to do with Utilities goes to the Utilities Committee, even when <br />discussing funds. <br />20 <br />
