Councilmember Oliver Davis seconded <br />the motion which carried by a voice vote of nine (9) ayes. <br />SPECIAL BUSINESS <br />Council President Tim Scott announced that, due to the Thanksgiving holiday, the next filing <br />deadline with the Clerk's Office is November 22nd, 2016. <br />Council President Scott also announced that Bills No. 16 -86, Noble America, and 60 -16, Portage <br />Ave & Bulla Street, would be continued. <br />Two Boy Scout troops present, 4115 and 111, were recognized by Council President Scott. He <br />asked that those present in the Council chambers would stand in recognition. <br />City Attorney Cekanski- Farrand announced that the second Common Council Meeting for <br />December will be canceled. <br />
