REGULAR MEETING <br />NOVEMBER 14, 2016 <br />AREA (FORM 103 -ERA) AND COMPLIANCE <br />WITH STATEMENT OF BENEFITS PERSONAL <br />PROPERTY (FORM CF -1 / PP) BY NOBLE <br />AMERICAS SOUTH BEND ETHANOL LLC <br />FOR CERTAIN PERSONAL PROPERTY <br />LOCATED AT 3201 WEST CALVERT STREET <br />DESIGNATED AS AN ECONOMIC <br />REVITALIZATION AREA UNDER <br />RESOLUTION 4332 -14 <br />Councilmember Gavin Ferlic made a motion to continue Bill No. 16 -86 until November 28th <br />2016. Councilmember Oliver Davis seconded the motion which carried by a voice vote of nine <br />(9) ayes. <br />16 -87 A RESOLUTION OF THE COMMON COUNCIL <br />OF THE CITY OF SOUTH BEND, INDIANA <br />EXPRESSING ITS SUPPORT OF THE <br />PROPOSED MAJOR IMPROVEMENT AND <br />UPGRADES OF THE NORTHERN INDIANA <br />COMMUTER TRANSPORTATION DISTRICT <br />WHICH OPERATES THE SOUTH SHORE LINE <br />Councilmember Jo M. Broden, Chair of the Public Works and Property Vacation Committee, <br />reported that they met and send this forward with a favorable recommendation. <br />Councilmember Jo M. Broden served as both the petitioner and presenter for this bill. She stated <br />the title was read. We've all read the resolution, I'm sure. It's a double- tracking initiative. <br />There's federal grants money on the line. We're hoping to chime in with other cities along the <br />line in support of the double- tracking. There's also in the record a letter from County <br />Councilman Mark Catanzarite who has written a letter in support of this, which I will submit into <br />the record to the read fully by each Councilmember. <br />There were no questions from the Council <br />No one from the public spoke either in favor of or in opposition to the bill. <br />Councilmember Gavin Ferlic made a motion to adopt Bill No. 16 -87. Councilmember Oliver <br />Davis seconded the motion which carried by a roll call vote of nine (9) ayes. <br />BILLS FIRST READING <br />68 -16 FIRST READING ON AN ORDINANCE TO <br />VACATE THE FOLLOWING DESCRIBED <br />PROPERTY: THE FIRST EAST -WEST ALLEY <br />BETWEEN ST. VINCENT STREET AND <br />HOWARD STREET FROM ST. LOUIS <br />BOULEVARD TO THE FIRST NORTH -SOUTH <br />ALLEY. <br />Councilmember Gavin Ferlic made a motion to send Bill No. 68 -16 to the Public Works and <br />Property Vacation Committee and set public hearing for November 28th, 2016. Councilmember <br />Oliver Davis seconded the motion which carried by a voice vote of nine (9) ayes. <br />69 -16 FIRST READING ON AN ORDINANCE OF THE <br />COMMON COUNCIL OF THE CITY OF SOUTH <br />BEND, INDIANA, ESTABLISHING INTERNAL <br />CONTROL STANDARDS AND ESTABLISHING <br />A MATERIALITY THRESHOLD. <br />32 <br />
