REGULAR MEETING SEPTEMBER 26, 2016 <br />62 -16 FIRST READING ON AN ORDINANCE OF THE <br />COMMON COUNCIL OF THE CITY OF SOUTH <br />BEND, INDIANA, SETTING THE ANNUAL <br />SALARY FOR THE MAYOR FOR CALENDAR <br />YEAR 2017 <br />Councilmember Karen White made a motion to send Bill 62 -16 to the Personnel and Finance <br />Committee with second and third reading on October 10th 2016. Councilmember Gavin Ferlic <br />seconded the motion which carried by a voice vote of nine (9) ayes. <br />63 -16 FIRST READING ON AN ORDINANCE FIXING <br />MAXIMUM SALARIES AND WAGES OF <br />APPOINTED OFFICERS AND NON - <br />BARGAINING EMPLOYEES OF THE CITY OF <br />SOUTH BEND, INDIANA, FOR THE <br />CALENDAR YEAR 2017 <br />Councilmember Gavin Ferlic made a motion to send Bill 63 -16 to the Health and Public Safety <br />Committee with second and third reading on October 10th 2016. Councilmember Karen White <br />seconded the motion which carried by a voice vote of nine (9) ayes. <br />G, <br />FIRST READING ON AN ORDINANCE OF THE <br />COMMON COUNCIL OF THE CITY OF SOUTH <br />BEND, INDIANA, AMENDING CHAPTER 2, <br />ARTICLE 4, SECTION 2 -13 OF THE SOUTH <br />BEND MUNICIPAL CODE LISTING CITY <br />EXECUTIVE DEPARTMENTS TO AD THE <br />INNOVATION AND TECHNOLOGY <br />DEPARTMENT, AND TO REORGANIZE THE <br />PUBLIC PARKS DEPARTMENT UNDER A <br />NEW, EXPANDED DEPARTMENT <br />Councilmember Gavin Ferlic made a motion to send Bill 64 -16 to the Personnel and Finance <br />Committee and set second and third reading for October 10th 2016. Councilmember Randy Kelly <br />seconded the motion which carried by a voice vote of nine (9) ayes. <br />UNFINISHED BUSINESS <br />There was no unfinished business at this time. <br />NEW BUSINESS <br />There was no new business at this time. <br />PRIVILEGE OF THE FLOOR <br />Jesse Davis, P.O Box 10205 South Bend IN, stated everyone has probably heard about the <br />homeless people living under the bridge. Several community members stepped up and provided <br />tents to give them some type of shelter. Everyone's goal is to hopefully house these people. <br />Some of them might have mental disorders and are incapable of working and some of them are <br />elderly. Mr. Davis stated he has been down there for months and helping them out. He stated he <br />has yet to see one (1) single Councilmember until Sunday when Councilmember Williams - <br />Preston was down there talking to them. The Mayor doesn't seem to care either and everyone <br />16 <br />
