296 <br />REGULAR MEETING <br />MAY 17, 1982 <br />stated that if he was not able to save the building and move it <br />onto that particular site, it would be because the administration <br />had refused to cooperate with him. He felt the administration <br />was making continued errors where it concerned the best interests <br />of the community. He was continually asking for a chance to <br />help improve his community and the city would not give him that <br />chance. He concluded by stating that he could have created job <br />opportunities in South Bend, invested money and increased taxes <br />coming back to the city, but, because he was denied a chance to <br />do so, he had concentrated his efforts in other cities. <br />ENFORCEMENT OF NOISE COMPLAINTS <br />Councilman John Voorde stated that the residents in the vicinity <br />of John's Bar on Portage Avenue had been complaining about <br />problems with noises and related nuisances, and he felt there <br />was a significant problem in that area.. He asked if the noise <br />ordinance was being enforced. Mr. Hill explained that the <br />Police Department had only four units to monitor the level of <br />noises and the department needed to know exactly where the <br />problems were. He stated that he would discuss the matter <br />with Captain Thomas Gargis of the Police Traffic Division. <br />There being no further business to come before the Board, upon <br />a motion made by Mr. Leszczynski, seconded by Mr. Kernan and <br />carried, the meeting was adjourned at 10:30 a.m. <br />J hn E.
