REGULAR MEETING September 28, 2015 <br /> <br /> <br /> <br /> <br />Western Ave. So you have these other areas, where only a portion of your patrons are actually <br />going to go out on Hollywood Blvd. If you take a look at it there’s houses to the west of this <br />particular site and you would like them to be able to get to this particular facility. Maybe some of <br />the other patrons don’t like to use Mayflower Rd. or they don’t like to use Western Ave. maybe <br />they prefer to have a less traveled way if they are going through a neighborhood. Sometimes older <br />residents like to stay off the main roads and they like to have a way into these particular facilities. <br /> <br />Councilmember Oliver Davis- You mentioned emergencies too. Could you talk about the trucks <br />again? Also this is going to go up in 2017 and you’re saying after the traffic study, after they find <br />whatever they find, if they need more road or whatever, that will be a part of the construction as it <br />goes up and not after it’s up. <br /> <br />Mr. Danch - That would be correct. When you are doing the traffic study, that’ll become part of <br />the site plan process. He’s going to be taking a look at that when we are handling plans for the <br />building site, how we do drainage, how we do our access points, that study will basically tell the <br />city what needs to be done. The city will then tell us what has to happen as part of the approval. <br /> <br />Chairperson White - I am going to ask councilmembers to address any questions they have with <br />the petitioner and then our City Director of Public Works and comeback. <br /> <br />Councilmember Henry Davis Jr. - Will this petitioner be seeking a tax abatement through the city <br />or the county? <br /> <br />Mr. Danch- If they were going to do that it would probably have to be in the City. I am not aware <br />of any petition. There are different processes that you have to go through. I am not aware of <br />anything right now. <br /> <br />Councilmember Henry Davis- Are they here? <br /> <br />Petitioner- They are here. <br /> <br />Councilmember Henry Davis Jr.- Would they be interested in answering that question? <br /> <br />Mr. Danch - They could do that. <br /> <br />Robert Bartels 760 W Cotter- We do not have plans and have not requested any of those abatement <br />kinds of things yet. We will see where the price tag is on infrastructure roadway and the rest. I <br />don’t know what is going to be required there or what it might require from us. We don’t have <br />plans right now. That hasn’t been a part of our program yet. We will see where the cards fall in <br />terms of cost and ultimately what that road design requires. <br /> <br />Councilmember Henry Davis Jr.- The reason why I asked that question is because we’ve had this <br />issue before and I think that we stated this when we were at the public meeting at the Laborer’s <br />Union. I fear that, not that this is your issue, but with the City having another empty building on a <br />main thoroughfare that there is no interest in looking for a new tenant or helping support in finding <br />a tenant for that building and also the tax issue of being able to file for a tax abatement through a <br />county and getting zero and the City goes and annexes the area under that same tax abatement and <br />then we have to honor it at zero. That’s why I’m asking that question. <br /> <br />Robert Bartels- I thought I heard a question about the current building that we’re in right now and <br />its future use. We’re not the landlord in that location. So I have no way of knowing what their <br />plans might be for developing that center further. <br /> <br />Councilmember Henry Davis Jr. - I said that that was a City issue. I was not putting that on you. <br />Obviously you cannot answer that question. But the other question that you can answer is about <br />the tax abatement. <br /> <br />Robert Bartels- That is correct sir. Without trying to explain tax abatement in its entirety. There <br />is some unforeseen possibility in terms of road and development. We’ve been a good community <br />partner and we do the right things for the right reasons.
