REGULAR MEETING September 28, 2015 <br /> <br /> <br /> <br /> <br />be changed from a twenty (20) foot radius to a seventy (70) foot radius. In this case the PNA <br />folks approached the City with a desire to close operations at that facility. They intend to <br />continue those activities by using rental space and other community centers. We have decided to <br />pursue the acquisition to secure a safer intersection. With the intention of putting the land back <br />on the market immediately, for light industrial use, per Indiana Code 36-1-10.5. The acquisition <br />must be done by conducting an appraisal, the average of two (2) appraisals done by two (2) <br />certified appraisers which is what the department initiated. The average of the two (2) and <br />appraisal price is $200,000 which would be the offer price for the building. The schedule if <br />th <br />approved today is to close October 9 then schedule the demolition of the building so work can <br />happen later this fall or winter. This helps us get ready to improve the property next year. I have <br />a couple images just showing what the initial concept is: this is showing the large turning radius <br />for the WB65 trucks. The building doesn’t have a reuse potential therefore a demolition then <br />putting it back on the market for a different use. The last couple of slides show the current view <br />of the building. I would be happy to answer questions. <br /> <br />Councilmember Oliver Davis– Again I bring up the signage issue and how this road just <br />suddenly merges and the same at Walnut. Can we do something about this? We have traffic <br />signage in the air that is directing us. One (1) part turns if you don’t get over quickly. Especially <br />in the winter time or the foggy part of the morning, that becomes a major problem. If we could <br />see them in the yellow and black. Or signs in front of us that could direct us that this is the <br />turning it would just clear up a lot of things. <br /> <br />Councilmember Henry Davis- Jitin we got some serious issues over there. I don’t know if this is <br />going to satisfy those issues. I was at Wells Fargo trying to get out and I couldn’t. If we offer <br />another lane over there I can only believe that there is going to be more traffic. I was trying to <br />get out to go west. I was trying to get out to turn right on Western and that was like playing <br />Frogger. I turned my car around to go back through the parking lot to turn right on to Western <br />and I had the same issue luckily somebody had a heart and allowed me to get in. When I get out <br />there the traffic is backed clear down the street to MaryCrest building. It’s been said the most <br />dangerous intersection in the city of South Bend is at Walnut and Western. If you go there <br />between the hours of 3 o’clock and 5 o’clock you will encounter a traffic jam going both ways <br />from Walnut to Olive. Then you have one (1) lane in each direction on Olive. We have a huge <br />traffic issue over there. I don’t know if that was on purpose to jam up traffic or if there was <br />thought that it’ll work itself out. You can’t get out. You can’t get out of the bank, the gas station, <br />if there was a bowling alley you can’t get out the bowling alley you can’t get out. So if you drive <br />in you can cancel Christmas for the next thirty (30) to forty (40) minutes when you’re trying to <br />get out. No different than Lincolnway when I was talking about the Kremo Bakery situation. <br />That was the truth. He didn’t want to own up to it it’s fine, it’s the same situation you can’t get <br />out. What’s the point in access to the area if you can’t get out? If you can’t access it or use it. <br />What is the point? <br /> <br />Presenter Jitin- I appreciate your comments. Certainly the intent of any of these improvements is <br />to not prohibit any access it is the opposite of that. Some of the issues are the green time, as part <br />of the Western Avenue restriping; we are changing the green time so there is more on Western <br />and less on Olive. As we looked at the traffic study we saw that there was more desire for green <br />time on Western that is getting fixed as part of the project we have underway. Part of the reason <br />that Western is confusing is because in the past it has been done in a piecemeal manner. This <br />time we are changing the entire three (3) mile stretch. With the signal synchronization that <br />should help the traffic to flow much better. The project over here isn’t adding new lanes it’s <br />increasing the turning radius. <br /> <br />Councilmember Henry Davis- You have already addressed the lane changes and the new <br />stripping. That has already happened. I am talking what has already been created. I live over <br />there. This plan has already been implemented. What I am telling you right now Sir is you can’t <br />get in and you can’t get out. <br /> <br />This being the time heretofore set for the Public Hearing on the above bill, proponents and <br />opponents were given an opportunity to be heard. <br /> <br />Those wishing to speak in favor of: <br />40 <br /> <br /> <br />
